Questions and Answers

The following are questions and answers submitted to program staff pertaining to the Local Government Waste Tire Public Education and Amnesty Day Grants, (Public Education and Amnesty Grants) Fiscal Year 1999-2000 application process. These questions and answers were mailed to everyone who requested a Public Education and Amnesty Grant.

Q. Matching Funds: If I understand the matching fund requirement correctly, it requires that the applicant match 50 percent of the entire project, not just 50 percent match of the amount awarded by the CIWMB. If the amount requested by the applicant is $20,000, how much would the match need to be?

A. To meet the 50 percent match on a $20,000 grant request, the total project cost must be at least $40,000 ($20,000 grant and $20,000 match). Many jurisdictions exceed the 50 percent match; however, grant funds cannot exceed the match. For example, a total project cost of $30,000 would require a 50 percent match ($15,000) to request a 50 percent grant ($15,000). A total project cost of $100,000 would exceed the 50 percent match ($80,000) since the maximum grant amount is $20,000.

Q. The City created a resolution with the intent that it could be included with all grant applications to the Integrated Waste Management Board. Is this resolution acceptable for inclusion with the Local Government Waste Tire Public Education and Amnesty Day Grant?

A. No. The grant application requires a resolution specific to the grant.

Q. Can projects be developed to provide education to businesses (i.e., small trucking firms, mom and pop repair shops, etc.) or is it limited to projects aimed at the residential community?

A. The jurisdiction decides what public education and awareness efforts best address the identified need. However, the Amnesty Day events specifically exclude tire businesses and drop-off of more than four (4) waste tires at any one time by a private citizen.

Q. Can we apply electronically for the Public Education and Amnesty Grants?

A. Not at this time. Original signatures are required; therefore, hard copies of the applications must be mailed or hand-delivered to the CIWMB's Sacramento office. Complete application must be received by 4:00 p.m. on Friday, January 14, 2000.

Q. Can citizens haul more than four tires at a time?

A. Not at this time. Current law requires a Waste Tire Hauler Registration for anyone hauling over four tires in a private vehicle at any one time. The grant specifically excludes drop-off of more than four waste tires at any one time by a private citizen.

Q. Are there current educational materials available for use? If so, are they in English/Spanish?

A. Current grantees are in the first year of their grant award, and most have not developed public education materials. A few grantees have submitted some brochure samples. Once a grant is awarded, the grantee may request a sample for guidance purposes. Developing specific materials for the grant award area is preferred. In the future, as more materials are submitted, more examples will be available. Grant fund requests allow for material development. The use of public education materials previously developed by other grantees must be acknowledged in the materials and grant reports, and the budget adjusted accordingly.

Q. Are there sample amnesty day events to help in modeling our own program?

A. Current grantees are in the first year of their grant award, and most have not held their amnesty events. A few grantees have held events and are in the process of writing up their progress reports. Developing specific amnesty events for the grant award area is preferred. Each jurisdiction has unique needs and requirements that must be addressed in the grant request.

Q. What other jurisdictions have programs that are funded for Public Education and Amnesty Grants? Who are the contacts at these other agencies?

A. A list may be requested from the Tire Recycling Grant Program at either phone (916) 341-6430  or fax (916) 314-7278. The list gives the name of the jurisdiction, the county, a contact person, and the contact person's phone number.

Q. Could you qualify (explain) the requirement for "three recycling programs"?

A. Item H, Recycling Program, on page 10 of the grant application sets forth the following requirement: "A recycling program must be in place prior to July 1999 for at least three of the following materials {not programs}: paper, plastic, glass, old corrugated cardboard, aluminum, ferrous metals, newspaper, tires, used oil, and green waste. Satisfaction of this requirement could include verification of a city or county curbside or drop-off recycling program."

Q. The grant program requires the applicant to be currently recycling three items. We collect tires at our landfill; they are then sent to a vendor for transformation (tire derived fuel for cement kilns.) Does transformation qualify as "recycling" in the context of this grant?

A. No. Public Resources Code Section 40180 expressly excludes transformation from the definition of recycle.

Q. For logistic reasons, the county would prefer not to do a regional application. Under an existing MOU between the county and the cities, the county has been developing, coordinating, and implementing a variety of AB 939-related programs, including waste assessments and public education. The county, which generally has jurisdiction over the unincorporated portions of the county, would be applying for funding of educational programming and tire collection activities. Would we be prohibited from using some of the grant funds to produce/distribute educational materials and to collect tires from residents of our cities?

A. Grantees can collect tires from and distribute materials to surrounding areas.

Q. Normally in grant application packets, there is a stated limit of 15 pages for any individual application submitted. Does this limit apply?

A. No. Usually grant application narratives for this type of grant are considerably shorter than 15 pages; however, there is no stated minimum or maximum page limit.

Q. Can this grant be used for work/material conducted prior to grant award?

A. Grant payments are made in arrears. Any work done prior to grant award and "notice to proceed" is not eligible for reimbursement.
