Determining Facility Type and Whether to Issue a Notice of Violation
The flowchart below is an overview of the procedures for determining
waste tire facility type and whether or not to issue an NOV for new
location. It does not include permitted facilities.

Exempt/Excluded Facilities
Tire Dealer/Auto Dismantler Requirements
- No more than 1,500 waste tires or passenger tire equivalents (PTE)
accumulated on the premises.
- Waste tires are stored for less than 90 days.
Tire Retreader Requirements
- No more than 3,000 waste tires on the premises.
Agriculture Operation Requirements (more
information...)
- Less than 5,000 waste tires being used.
- Waste tires are rendered incapable of holding accumulations of water.
Cement Kiln Requirements (more information...)
- Has obtained written exemption from CIWMB.
- Keeps no more than a 1-month supply of tires as supplemental fuel.
- Complies with tire storage standards.
