State Agency Waste Management Annual Report Instructions and HelpAs you move through completing the electronic annual report, instructions are provided in each section. In addition, all of the instructions are provided on this page for your convenience. If you have additional questions, please contact your CIWMB representative for assistance. If you are submitting a modified plan, please review the additional instructions.
Part I: Agency InformationVerify and update the contact information in this section. The address requested in Part I is the mailing address to which all communications and correspondence will be mailed to. However, to save resources, most correspondence will be sent via email. Please be sure to provide current email addresses for the director of your agency and the SABRC contact. Part II: List of FacilitiesVerify the information in Part II and update, add, or delete any incorrect information. Please verify the name and physical address (no PO Boxes) of each facility; the contact person’s name, phone number, e-mail address; and the number of employees at the facility. Part III: State Agency Waste Reduction and Recycling Program WorksheetState agencies and large State facilities should use the following instructions to complete Part III. You may find the CIWMB’s publication entitled Conducting a Diversion Study—A Guide for California Jurisdictions helpful in determining tonnages for program activities. Remember: When identifying programs within your annual report, a total diversion amount for all facility locations should equal or exceed .1 tons (1/10 ton or 200 lbs). You are not required to list any program activity that generates less than that amount, but you are encouraged to do so. Diversion and disposal activities for all projects (e.g., construction, demolition, and park renovation) need to be included in the final calculation of total tonnage generated. The State agency with project authority is responsible for including these diversion and disposal tonnages, regardless of who performs the work (e.g., State agency, contractor, nonprofit organization). Part III:Section 1: Program ActivitiesTonnage Disposal Program Activities Existing programs. Check the box if the program category was continued from a previous year or implemented during the current report year. Planned/Expanding Programs (proposed new programs or programs slated for expansion). Check the box if the program category is proposed for implementation in the near future or if the program exists and you plan to expand or increase its implementation. In this case, both boxes, Existing and Planned/Expanding should be checked. Actual Tonnage. Each identified program implemented must have a total diversion amount for all agency/facility locations. This total should equal or exceed .1 tons (1/10 ton or 200 lbs.). You are not required to list any program activity that generates less than this amount, but you are encouraged to do so. Enter the amount of material diverted in the Online Annual Report for each of the applicable waste reduction programs for the current report year in the appropriate area. Proposed Tonnage for 2002-2006. The purpose of estimating proposed diversion tonnage in the initial plan was to help State agencies and large State facilities focus on the programs that will achieve the greatest amount of diversion, while using the least amount of energy and resources. The achievement of the 50 percent diversion goal, therefore, becomes more readily attainable. Review the figures for 2002-2006 in your originally submitted plan. If any changes are needed or if the overall plan developed needs modification, contact the CIWMB contact for your agency. All modifications will be reviewed to assure consistency and compliance with AB 75. Final Calculations. The total tonnage generated and the overall diversion percentage will be automatically calculated for you, based on the waste disposal and diversion tonnages you provide. Part III, Section 2: Promotional ProgramsThis section of the annual report presents the methods in which your agency informed employees as well as customers served that a recycling program was being implemented. By placing an “X” in the box you will be reporting that the specific program was continued from a previous year or implemented during the current report year. Part III, Section 3: Procurement ActivitiesResponding to this section informs the CIWMB of your compliance with the State Agency Buy Recycled Campaign (SABRC) statute. Delineate procurement activities your agency continued or implemented during the current report year by putting an "X" in the appropriate box. Part IV: State Agency Integrated Waste Management Plan QuestionsState agencies and large State facilities use this area to provide information regarding how data for the agency’s annual report was determined and what programs were implemented to achieve the diversion goals. State agencies and large State facilities submitting a standard annual report must answer questions 1-7. Part IV provides an area to explain how the annual report data was calculated and your agency’s or large State facility’s successes to date. Modified Annual Report InstructionsIn submitting a modified annual report (for those who submitted a modified plan), you will follow the steps outlined above in their entirety for Part I and Part II. For Part III, you will complete Section 1 by checking the boxes to identify programs implemented or planned for future implementation or expansion. In Part IV, you must answer only questions 1, 2, 3, 6, and 7. Data Retention and DocumentationState agencies and large State facilities do not need to submit the data and/or calculations used for their annual report. However, it will be the responsibility of each State agency and large State facility to retain the data and documentation should there be a need to review and/or audit in the future. |
