Rulemaking History

CIWMB staff began a process to update Rigid Plastic Packaging Container (RPPC) regulations in 2005, but this process was later suspended before it entered the formal rulemaking stage. A separate effort to update the regulations was begun in 2007 after direction from the Board.

An amended version (dated September 28, 2005) of the draft text (see below) became available October 7, 2005. A forum to discuss the proposed regulations was on October 12, 2005, as part of the Increasing Plastic Film and Container Collection & Recycling Conference in Sacramento.

Written comments were due by August 19, 2005 for the informal comments on the first draft text (see below). Staff also took oral comments at the September 27, 2005 Plastics Interested Parties meeting.
