approved by the Office of Administrative Law on September 7, 2004 and filed with
the Secretary of State. The regulations will become effective as of
October 7, 2004.

Clarifies and streamlines the designation process for Recycling Market
Development Zones.

Rulemaking History
Staff completed a draft of revised regulations governing the designation
of Recycling Market Development Zones. The draft was circulated to
Recycling Market Development Zone Administrators for their informal
review and comments.
A 45-day comment period ran until 5:00 p.m. on Monday, December 29,
2003.
The CIWMB also accepted oral and written comments during the
November
24, 2003 public hearing described above under Stakeholder Input. A
second 45-day comment period ended on Monday, April 12, 2004. One
multipart comment was received from the Department of Finance during
this period and staff responded appropriately. The Board approved the proposed regulations at
its
June 15-16, 2004 meeting
(see agenda item 13). The regulations were approved by the Office of
Administrative Law on September 7, 2004 and are effective as of
October 7, 2004. |
