Waste Tire Hauler Registration and Manifest

 

The Office of Administrative Law approved the regulations on May 29, 2003 and they are effective on July 1, 2003.

Description
Revision of existing waste tire hauler registration and manifest regulations. The proposed regulations make changes in the existing regulations to implement, interpret and make specific the provisions of AB 117 (Escutia, 1998) and SB 876 (Escutia, 2000), as well as move language to more appropriate sections, correct errors, add definitions and language to make the regulations more functional, and delete unnecessary language.

These draft regulations were presented at the October 7, 2002, Special Waste and Market Development Committee meeting for discussion and request for direction to formally notice the regulations for a 45-day comment period. The Committee directed staff to formally notice these regulations.

A 45-day public review and comment period was noticed in the California Regulatory Notice Register on December 6, 2002. Public comments were accepted through January 27, 2003.

A public hearing was held during the February 4, 2003 Special Waste and Market Development Committee meeting. No public comments were received during the hearing. Staff presented comments made during the 45-day public comment period. Staff was directed by the Committee to notice these regulations for an additional 15-day public comment period. The comment period ran from February 6 to February 21. 

This regulation package was approved by the Board at its March 18, 2003, Board meeting in San Jose. The Office of Administrative Law approved the regulations on May 29, 2003. The regulations are effective on July 1, 2003.
