As directed by the Board, staff held public workshops on March 7, 2001
(San Bernardino, California), March 8, 2001 (Truckee, California), and March 12, 2001 (Sacramento,
California), to solicit comments on the effectiveness of the inventory and the need for regulations to enhance implementation.
Staff conducted public workshops on November 28, 2001, in Diamond Bar,
California and on November 30, 2001, in Sacramento, California to solicit comments on
draft regulatory text.
At its January
22-23, 2002 meeting the Board directed staff to begin the formal
rulemaking process by publishing a notice for a 45-day comment
period. The 45-day public comment period ran from July 5 through August
19, 2002. The Board conducted a public
hearing on September 9, 2002.
At its October
7, 2002 meeting the Permitting and Enforcement Committee directed
staff to make specified changes and to begin a 15-day public comment
period. The comment period ran from October 24 through November 8,
2002.
The Board adopted the regulations
at its November
19-20, 2002 meeting.
The Office of Administrative Law approved the regulations on March 5,
2003. The regulations are effective on April 4, 2003.
