Recycling Market Development Zone

Greater South San Joaquin Valley

The Greater South San Joaquin Valley Recycling Market Development Zone lies in the heart of California's Central Valley between Fresno and Bakersfield. The zone, located within Kings and Tulare counties, encompasses unincorporated areas as well as the incorporated cities of Corcoran, Dinuba, Hanford, Lemoore, Porterville, Tulare, Lindsay, Farmersville, Exeter, Woodlake, and Visalia.

Incentives

The Greater South San Joaquin Valley RMDZ offers Enterprise Zone and Business Incentive Zone (BIZ) benefits, including:

  • Expedited permits.
  • Interest-free, five-year fee deferrals.
  • Equipment tax credits.
  • Hiring tax credits.
  • Employer hiring assistance.
  • Business expense deductions.
  • Net operating loss carryover.

Other benefits include industrial development bonds, loans (RMDZ, SBA, USDA, revolving loan programs) and grants, fee reductions or waivers, land write-downs, and tax credits. The cities in the zone have historically written down or waived development fees for manufacturers utilizing redevelopment agency programs. Job training is offered through local job training agencies and the local economic development corporations. Based on usage there may be some allowances given to reduce utility rates.

Target Materials

Various materials will be targeted for use in the zone including paper, organics, plastics, cardboard, yard waste, manure, and wood.

Infrastructure

State Highways 198 and 99 serve the zone, in the east/west and north/south directions, respectively. Rail service within the zone is abundant with direct main line Burlington Northern Santa Fe Railway and Union Southern Pacific companies. Passenger and freight service is available out of the Visalia Airport. Additional freight service is offered out of Porterville Municipal Airport. Nearly 2 million square feet of commercial office space is available. The zone also has nearly 1,160 acres of improved industrial land and 900 acres of vacant improved commercial land. Nationally ranked for its agricultural industry, the zone’s affordable housing and land costs and abundant work force should also attract the manufacturing industry.
