The Southern Alameda County Recycling Market Development Zone (RMDZ) lies south of Oakland and north of the Silicon Valley along the San Francisco Bay. The zone includes the cities of Fremont and Union City and is located within Economic Region 4 of the San Francisco Bay Area, as defined by the State Department of Commerce. Employment IncentivesFederal and State job training programs are available with grants ranging from $100,000 to $500,000 to provide for training of new employees or to update skills of current workers. Business IncentivesCities within the zone are willing to amend general plans where and if necessary and consider modifying building codes. The zone offers an expedited permitting process, and will consider a rebate of application and permitting fees. Zone businesses may also qualify for a revolving loan program sponsored by the Alameda County Waste Management Authority/ Recycling Board in addition to the CIWMB's RMDZ loan program. Target MaterialsThe targeted materials for feedstock use include mixed paper, yard and other organic waste, cardboard, newspaper, plastics (#1 through #7), glass, and electronics waste. InfrastructureBecause the zone is located near large population centers, most feedstock is delivered by truck. For long-haul transportation of products and feedstock, the Port of Oakland is available. Southern Pacific Railroad has rail access running north-south through the zone, and passenger service is available from the Bay Area Rapid Transit System (BART). Highway transportation is available on Interstates 680 and 880, which run along the east bay into Oakland, and State Highway 84, which runs westward across the bay, providing access to San Francisco. As of 2005, a transfer station/materials recovery facility will be in operation in the zone providing ready access to a variety of recycled feedstocks. Contact Information
