The Department of General Services has approved an interagency agreement between the
California Pollution Control Financing Authority and the Integrated Waste Management Board
that will allow the Board to participate as an independent contributor in the CalCAP
program. Through this program, up to $500,000 of Board's RMDZ loan funds have been set
aside to pay the borrowers costs to participate in the program, which can be up to 4
percent of the loan value. This initial Board contribution can be leveraged to create up
to $10 million in loans for recycling businesses.
The loan program interest rate was decreased from 5.6 percent to 5.1 percent following
the State Treasurers announcement of the present lending rate. This rate was
effective for loans funded between July 1, 1999 and December 31, 1999. This new lower rate
is particularly attractive now that other interest rates are beginning to rise.

Last fiscal year the following Recycling Market Development loans were approved by the
Board.
- Princess Paper is a paper converter located in the Los Angeles County RMDZ. A
$685,000 loan was approved in December 1998 to purchase equipment. An estimated 900 tons
of paper will be diverted annually and 17 new jobs will be created.
- Poly-Tainer, Inc. is a plastic manufacturer located in the Ventura RMDZ. A loan
of $1 million was approved in December 1998 to purchase real property, machinery, and
equipment. An estimated 700 tons of plastics will be diverted annually and 30 new jobs
created.
- Oak Paper Products, Inc. is a paper converter located in the City of Los Angeles
RMDZ. A $900,000 loan was approved in December 1998 to purchase machinery and equipment.
An estimated 4,500 tons of paper will be diverted annually and 11 new jobs created.
- G.W.S. Nursery & Supply, Inc. is a composter located in the Los Angeles
County RMDZ. A $200,000 loan was approved in January 1999 for the purchase of equipment.
An estimated 200,000 tons of wood products will be diverted annually with an additional 6
new jobs created.
- Romac Supply Co. is an electrical remanufacturer located in the City of Commerce
in Los Angeles County RMDZ. A $1 million loan was approved in March 1999 for the purchase
of equipment and machinery. An estimated 3,000 tons of electrical equipment will be
diverted annually and 10 new jobs created.
- PreCon Products is a concrete products manufacturer located in the Ventura RMDZ.
A $1 million loan was approved in March 1999 for the purchase of equipment and machinery.
An estimated 5,600 tons of concrete will be diverted annually and 13 new jobs created.
- Rancho Dos Amigos is a composter located in Ventura RMDZ. A $682,000 loan was
approved in May 1999 for the purchase of equipment and machinery. An estimated 24,000 tons
of mulch will be diverted annually and 11 jobs created.
Last year the Board lent over $7 million. This year we are planning to exceed that
amount and are well on our way to meeting our lending goal. So far the Board has approved
the following new recycling market development loans for the 1999 fiscal year that began
on July 1.
- Ecoplast Corporation is a plastics processor located in the Chino RMDZ. A $1
million loan was approved in May 1999 for the purchase of equipment and working capital.
An estimated 25,000 tons of plastics will be diverted annually and 20 jobs created.
- Grover Landscape Services is a composter located in the Stanislaus RMDZ. A $1
million loan was approved in June 1999 for the purchase of equipment, site improvements,
and working capital. An estimated 100,000 tons of green waste will be diverted annually
and 5 jobs created.
- The City of Cloverdale is located in the Sonoma/Mendocino/Lake RMDZ. A $300,000
loan was approved in July 1999 for an infrastructure project loan that will result in the
establishment of additional recycling-based businesses within the City of Cloverdale. Loan
proceeds will be used to extend a road to provide access for additional recycling-based
businesses.
- This is the first public infrastructure loan to be approved by the Board.
- MBA Polymers is a plastics processor located in the Contra Costa RMDZ. A $1
million loan was approved in July 1999 for the purchase of machinery and equipment that
separates durable plastics with overlapping densities to produce pure streams of recycled
plastic. As a result of this project, over 15,000 tons of material will be diverted from
California's landfills annually over the next five years.
- Marspring Corporation d.b.a. LA Fiber, is a manufacturer located in the Los
Angeles County RMDZ. A $500,000 loan was approved in July 1999 for the purchase of
machinery and equipment that produces pads for bedding mattresses. As a result of this
project, it is projected that over 3,690 tons of material will be diverted from
California's landfills annually.
- Looney Bins, Inc. is a wood grinding business located in the City of Los Angeles
RMDZ. A $500,000 loan was approved in August, 1999 for the purchase of new equipment and
machinery that will enable them to expand their operations to include grinding wood and
drywall into mulch. As a result of this project, over 3500 tons of wood waste will be
diverted from California landfill annually.
- Parks Optical is a plastics manufacturer located in the Ventura RMDZ. A $500,000
loan was approved in August, 1999 for the purchase of new equipment and equipment to
utilize recycled plastic components, computerize production and processing, and increase
production capacity. As a result of this project, over the next 4 years up to 425,000 tons
of plastics will be diverted from California landfill.

Board staff needs your input to identify specific types of local government projects to
fund with RMDZ loan monies. Current regulations allow Board funding of two broad
categories of public projects:
- Infrastructure projects, where publicly owned infrastructure (roads, utilities,
etc.) is added to or improved.
- Capital improvement projects, where physical improvements are made to publicly
owned land or buildings, including the purchase of buildings or fixed large equipment.
Both categories of projects must directly support recycling-based businesses.
Staff is preparing a guidance document scheduled to go to the Board in November 1999
that will further delineate types of projects eligible in each of these two categories,
and we would be very interested in your ideas.
With local jurisdictions approaching the year 2000 deadline to reduce 50 percent of
waste going to their landfills, we anticipate more of a need for RMDZ loan funds to help
them achieve the goals.

The second in a series of zone administrator workshops, "Understanding Financing
and Real Estate Strategies," is scheduled for November 4th and 5th
at the Maxwell Hotel in San Francisco. The workshop is designed to assist zone
administrators in understanding the key issues in financing a deal. Zone administrators
may be fully reimbursed for the cost of this event with their allotment of incentive

The Integrated Waste Management Board has produced a video entitled Make the Most of
Your Lawn, Make the Most of Your Time, Grasscycle! to help educate Californians on the
practice of grasscycling, the recycling of grass clippings by leaving them on the lawn
when mowing.
The video illustrates proper mowing, watering, and fertilizing, techniques to help
people maintain healthy lawns while promoting grasscycling as an environmentally sound
turf management practice. It also contains a public service announcement that can be used
by local jurisdictions to promote grasscycling in their regions.

T he year 2000 is right around the corner and your city and county are required to
reduce their waste by 50 percent. By now, that is old news. But did you know that more
than half of the garbage created comes from business and industry? The Integrated Waste
Management Board has materials to help businesses run more efficiently and decrease their
waste.
"Business kits" are available free to recycling coordinators, chambers of
commerce, and businesses. The kits contain fact sheets, waste reduction guides, sample
policies and plans, and employee education and outreach materials. Kits can be customized
to suit a particular business or industry.

The second in a series of four investor forums is coming up early next year. We are
asking for your assistance in referring recycling-based businesses in search of equity
partners or nontraditional financing. Our subcontractor, Materials for the Future
Foundation, will help these businesses prepare their business plans and presentations for
investors.
These forums provide businesses with valuable experience in selling their projects to
the investment community. Zone administrators who attend will see new technologies and
even have the chance to recruit businesses from outside California. The fee for these
forums is $175 and zone administrators can be completely reimbursed with incentive moneys.

Governor Gray Davis announced the appointment of Linda Moulton-Patterson to the
Integrated Waste Management Board, starting August 30. This position requires Senate
confirmation.
Ms. Moulton-Patterson, 56, of Fountain Valley, is president of Moulton-Patterson
& Associates, a government and public affairs consulting group. Between 1990 to 1994,
Patterson served as mayor of Huntington Beach, and as a city council member. During this
time she was the citys representative to a recycling education task force that was
established as a result of the Integrated Waste Management Act of 1989.
While serving as a coastal commissioner from 1991 to 1995 she worked to preserve
Californias beaches, parks, and wetlands. She is an educator by profession, having
been an elementary school teacher and administrator for 12 years and serving as president
of the Huntington Beach Union High School District Board. Moulton-Patterson earned a
bachelors degree in history from the University of California at Berkeley and a
masters degree in public policy from California State University at Long Beach.
Please join us in welcoming Jeffery Khan to the Recycling Market Development
Revolving Loan Program. Mr. Khan has extensive experience in both commercial lending and
agriculture. He has worked in the lending field for 12 years and has a B.S. in business
administration with an emphasis in finance and an A.S. in agriculture. At his prior
employer, The Money Store, he was in the top 25 percent of commercial loan officers in
sales goals within the wholesale commercial lending division.
We are pleased to welcome Barbara Van Gee as a new loan officer. Ms. Van Gee has
worked in the commercial lending field for more than 18 years, most recently at Union Safe
Deposit Bank. She has a business administration degree from the University of Southern
California. Ms. Van Gees favorite part of working in banking is the satisfaction she
gets from helping companies meet their financing needs.
