The Oroville Recycling Market Development Zone (RMDZ) is located in Californias northeast economic region and overlays the existing Oroville Enterprise Zone as designated by the State Department of Commerce. The RMDZ includes the city’s improved Airport Business Park to the west of Highway 70, the large parcels of industrially zoned land in Industrial Units 1, 2, 3, and 4, and the downtown area. IncentivesThe incentives available to businesses locating within the zone include inclusion in the city’s Enterprise Zone; expedited permit processing, with permits issued in 45 days; owner participation agreements to assist in reducing the cost of off-site improvements; low-cost industrial land; assistance in employee recruitment; and a variety of financing packages, such as loan guarantees, Community Development Block Grants, and tax-exempt Industrial Revenue Bonds. Pacific Gas and Electric Company provides a special incentive rate, E-20, to companies locating within the zone. Target MaterialsTarget materials include the following: paper (corrugated containers, newsprint, and mixed paper), plastic (HDPE, LDPE, PET, and film), aluminum cans, and wood. InfrastructureTransportation service in the zone includes Highways 70, 99, and 162. The zone can meet the needs of manufacturers or processors requiring high water demands, having three readily available sources of water in the quantity and quality desired by most processors.
