The Recycling Market Development Zone (RMDZ) in the County of Los Angeles includes the cities of Burbank, Carson, Commerce, El Monte, Glendale, South Gate, Vernon, and all of the Los Angeles unincorporated areas. L.A. County is the largest manufacturing center in the nation. IncentivesThe municipalities included in the RMDZ offer different incentives to attract business developments to their jurisdictions. Technical incentives include assistance with permitting, site selection, and business plan evaluation. Financial incentives may include economic incentive zones, reduced tax rates, tax rebates, loan guarantees, and reduced utility rates and business license fees. These incentives vary among the municipalities. State incentive zones have been created in specified regions of L.A. County offering various financial incentives. Southern California Edison offers reduced utility rates in specified areas of L.A. County. The following programs are administered by the Community Development Commission of L.A. County (CDC): The State Enterprise Zones provide tax incentives to eligible businesses in the following L.A. County communities: Florence/Firestone, Greater Watts, Lancaster/Palmdale, South Central L.A., West Altadena, and Willowbrook. These incentives include sales and use tax credits on machinery and equipment, construction credits, hiring tax credits, and business expense deductions. The Los Angeles Empowerment Zone provides federal tax incentives in the L.A. County communities of Florence/Firestone and Willowbrook. Businesses located in CDC Redevelopment Areas can be eligible for tax increment financing for applicable projects. These areas include West Altadena, East Rancho Dominguez, Maravilla, and Willowbrook. These areas are targeted for investment by the CDC. The CDC also sponsors a variety of community development block grant (CDBG) and Economic Development Administration (EDA) funded loan programs including short-term float loans; economic development revolving loan fund, HUD Section 108 loan guarantee; micro loan program; the county business loan program for businesses impacted by defense conversion; and the county earthquake loan program. The CDC also administers SBA-sponsored loans including 7(A) Loan Program, 504 Loan Program, Delta Loan Program, and the Minority and Women Pre-Qualification Loan Program. The Los Angeles Community Development Bank also provides access to capital in the Florence/Firestone and Willowbrook areas. Target MaterialsLos Angeles County possesses an abundant supply of materials available for recycling in manufacturing. These materials include paper, plastic, glass, yard waste, and organics such as rubber, tires, wood waste, and food waste. InfrastructureLos Angeles County is the industrial hub of the southwestern United States, thus it contains a large inventory of available properties well suited to accommodate recycling-based industries. The L.A. County RMDZ is easily accessible to downtown L.A. and contains a vast freeway system facilitating truck transport throughout the region. The RMDZ also supports rail access for freight, with three major railways operating in the region (the Santa Fe, the Union Pacific, and the Southern Pacific Railroads). The RMDZ also supports sea freight through the World Port of Los Angeles and the Port of Long Beach. This harbor complex is the nations largest as well as the West Coasts principal shipping gateway for international trade. The RMDZ is also easily accessible to five major airports, including two international airports and one municipal airport (L.A.
