Glossary for California Waste Stream Profiles


Activity

A specific waste handling practice that is regulated by the CIWMB.

Certified Used Oil Center
Certified Used Oil Collection Centers are certified by the CIWMB to take used motor oil from the public and are required to pay 16¢ a gallon.

Disposal Facility
Any facility or location where disposal of solid waste occurs.

Diversion Program
Activities that attempt to reduce or eliminate the amount of solid waste from solid waste disposal.

Excluded Waste Tire Facility
A waste tire site that does not meet the definition of a major or minor waste tire facility yet does meet the definitions for exclusion as set forth in 14 CCR 18420.

Exempt Waste Tire Facility
A facility that is granted an exemption from the requirement that it obtain a permit, by the enforcement agency after a public hearing.

Household hazardous waste

Household Hazardous Waste Element (HHWE)
A document California local jurisdictions are required to file with the CIWMB that identifies a program for the safe collection, recycling, treatment, and disposal of hazardous wastes generated by households.

Individual Public CIWMB Grants
Grants given by the CIWMB to a single local jurisdiction.

Landfill Site
A disposal facility that currently accepts solid waste for land disposal, but does not include a facility which receives only wastes generated by the facility owner or operator in the extraction, beneficiation, or processing of ores and minerals, or a cemetery which disposes onsite only the grass clippings, floral wastes, or soil resulting from activities on the grounds of that cemetery.

Major Tire Facility
A waste tire facility where, at any time, a sum of 5,000 or more waste tires are or will be stored.

Minor Tire Facility
A waste tire facility where, at any time, 500 or more, but less that 5,000 waste tires are or will be stored. However, a minor waste tire facility does not include a tire dealer or an automobile dismantler, as defined in Sections 220 and 221 of the Vehicle Code, who stores tires on the dealer's or dismantlers premises for less than 90 days if not more than 1,500 waste tires are ever accumulated on the dealer's or dismantlers premises.
