Summary
- The first permit desk manuals were distributed in 1989 and 1992.
- From 1992 to 1997 there were many changes in federal and state laws,
including; Subtitle D, AB 1220, Compost Regulations, Regulatory Tiers, Title 27, etc.
- The Permit Desk Manual was rescinded in 1997.
- A working group of LEAs, operators, and Board staff drafted an outline and
table of contents for the replacement permit desk manual in 1998.
- In 1998-2001, the Board and LEA computer and Internet capabilities greatly
increased.
- In April 2000, Board staff was assigned to research, design, and develop an
electronic web-based permit manual now referred to as the Permit Toolbox.
- On February 6, 2001, the draft version of this web site
became available on-line for review by LEAs and other stakeholders.
