Opening Remarks
Discussion: Howard Levenson and Sharon Anderson welcomed members
to the meeting and reviewed the meeting
agenda.
Issue Review, Clarification, and Prioritization
Discussion
- Issues of concern to CIWMB staff and/or LEAs were discussed and
clarified in small groups. The large group of all participants prioritized
the issues by topic. The issues fell into three topic categories,
including:
- Permitting
- Enforcement and inspection
- Regulations
- These issues were initially raised at the 2002 CIWMB/LEA Partnership
Conference, the May Permitting and Enforcement Committee workshop and at
the January 2003 EAC meeting.
Option/Recommendation Development for Priority Issues
Discussion
- Workgroup participants generated potential solutions or options for
resolving the highest priority issue in each of the three categories. The
workgroups strived to develop options that were mutually satisfying to all
parties.
- The options were discussed and used to formulate a recommendation for
addressing each of the highest priority issues.
- Workgroup participants were asked to take a stand on their level of
support for each recommendation.
