1999 (August) Problem Solving Panels of Third Annual Conference

Day two of the annual conference highlighted four Problem Solving Panels comprised of LEAs, Board staff, Operators and Planners. Two of the four panels focused on the CEQA process and two dealt with state minimum standards.

Panel participants utilized the Interest Based Conflict Management (IBCM) methodology. IBCM is a collaborative, problem solving process that is based on two key principles: attack problems and respect people. The process requires that participants systematically move through four steps: raise issues, discover interests, generate options and develop agreements.

Volunteers from each panel were enlisted to create storyboards to capture the ideas and comments of each problem solving session. At the end of the conference the storyboards were displayed for viewing.
