CEQA Panel:  Adequate Level of Analysis

Interest Based Conflict Management Process from LEA/CIWMB Conference 1999:

"The Road to Appropriate Level of CEQA Analysis"

Panel Members: Planner- Chris Zirkle, LEA- Darrell Siegrist, LEA- Charles Bird, LEA- Pam Bennett, CIWMB- Jeannie Blakeslee, CIWMB Legal- Michael Bledsoe

Raise Issues - Late comments, short time limits, the CEQA number is not the same as the permit number, late comments and changing threshold criteria are issues that the panel agreed, often prohibit appropriate level of analysis to be performed.

Discover Interests - Either the planner, CIWMB staff or an LEA expressed the following as an interest: An efficient process, respect, meet state and local special interests, protect health, safety and environment. Things to avoid are litigation, conflict, delays, and surprises.

Generate Options - The possible solutions that were generated are: Develop coordinated threshold criteria, conduct face to face meetings, include all responsible agencies in the meetings, create a guidance document, CIWMB CEQA staff should conduct site visits, maintain a focus on Health & Safety, change efforts on processes that aren't working.

Agreed Upon Solutions - (1) There is a need for more CEQA staff at CIWMB
(2) A guidance document should be created
