Problem Solving Panel

Interest Based Conflict Management Process from LEA/CIWMB Conference 1999:

Panel Members: CIWMB - Virginia Rosales, LEA- Marty Pardun, LEA- Richard Archdeacon, Paul Willman (Waste Mgt., Inc.)

Raise Issues - Develop clarity regarding the flexibility of the removal and cleaning standards while accomplishing the intent of the standards.

Discover Interests - Flexibility, fairness, public health, professionalism, reduce politics, training, clear documentation, communication, intent of regulations, PRC, avoid violations, AC, respect for one another, efficient operations.

Generate Options - Rewrite the regulations, jointly develop guidance/advisory documents, joint training, use site specific agreements, clarify in permit/RFI, clarify intent, tipping area is 48 hour removal, 24 hour all around cleaning, utilize "or as approved by LEA" in building flexibility, Roundtable discussions, regulation writers should have field experience, increase the frequency of state inspections at transfer stations, networking between LEAs.

Agreed upon Solutions - Jointly develop Guidance/Advisory documents - "Trashforce"
