1999 (August) Summary of Third Annual Conference

 

The Third Annual LEA/CIWMB Conference held August 25-27 at Lake Tahoe was attended by 100 LEAs and 74 Board staff.

New LEAs attended an orientation developed for anyone new to the solid waste program. This segment provided information on Board members, new and existing programs, and locating the information on the BoardNet.

Booth and Expert Panel discussions were featured during the afternoon and evening. The following booths focused on new technology and the new millennium:

  • Video surveillance equipment used in targeting environmental crimes
  • Y2K focus on emergency management

  • Day two highlighted four Problem Solving Panels comprised of LEAs, Board staff, Operators and City Planners. Two of the four panels focused on problems relative to the CEQA process and two dealt with issues on state minimum standards.

    Panel participants utilized the Interest Based Conflict Management (IBCM) methodology to find mutual interests relative to their issues and the following statements were reached:

    CEQA Panel #1: Required Level of CEQA Analysis

  • Guidance document development
  • Hire more CEQA staff
  • CEQA Panel #2: Roles and Responsibilities

  • Guidance document development
  • Threshold criteria development
  • Conduct face to face meetings
  • All responsible agencies will meet
  • Site visits by CIWMB CEQA staff
  • Maintain focus on health, safety and the environment
  • Make changes to what is not working
  • SMS Panel #1: Nuances of Nuisances

  • When verifying a source, take a team approach involving the operator, LEA and AQMD
  • Operator will alter operations accordingly
  • Protocol development for communication and public involvement
  • Enforcement as necessary
  • (Long Term) Develop an MOU with the Air Resources Board establishing a guidance document that details methods of evaluation, complaint protocol, team approach and enforcement options
  • (Long Term) Foster change in legislation
  • SMS Panel #2: 24 Hour Cleaning Requirement at Transfer Stations

  • Jointly develop a guidance/advisory document
  • Conference attendees participated in networking activities at the conclusion of the Problem Solving sessions and then attended an evening program of Mini-talks that included:

  • Best Management Practices
  • Transfer Station Permits
  • Y2K
  • Operator Certification

  • The final day was highlighted by a talk delivered by Julie Nauman, Deputy Director for Permitting and Enforcement and Mini-talks which included the following:

  • Organics
  • Landfill Gas
  • Health & Safety MOU
  • Burn Dumps
  • The conference ended with an update about the SWIS Database presented by Meirve Davey, Information Management Branch and a presentation by Paulino Luna, Permitting and Enforcement Division, describing California and Mexico border issues.
