Global warming poses a serious threat to the public health and environment in California. In this session, learn what California is doing to control GHG. Senior Advisor of the ARB Office of Climate Change James Goldstene will provide an update on GHG emissions and the role of ARB in monitoring and reducing GHG emissions. Manager of the Biomass Renewables Program at the California Energy Commission Valentino Tiangco Ph.D. presents "Bioenergy Development: A Solution to Global Warming" (Adobe PDF, 2.1 MB | MS PowerPoint, 11 MB). This presentation will focus on bioenergy initiatives in California and sample bioenergy projects that lower GHG emissions. 10:45-11:45 a.m. Illegal Dumping-The No Dumping Zone!
This session challenges and stimulates participants to think of new ways to handle illegally disposed waste. Ken Stuart, consultant to the CIWMB and primary author of the Illegal Dumping Enforcement Task Force Report, moderates this session. Bill Orr, Chief of the CIWMB Cleanup, Closure and Financial Assurances Division, provides an update on the Statewide Illegal Dumping Task Force efforts  (Adobe PDF, 137 KB | MS PowerPoint, 156 KB), highlights upcoming CIWMB initiatives and outlines the elements of a successful illegal dumping program. Visit West Miramar Landfill located in the City of San Diego and see the latest solid waste innovations. Attendees will tour the Native Species Nursery, Miramar Greenery-the Greens/Wood Waste Recycling/Composting Area, the Recycle/Buy-Back Center & Household Hazardous Waste Transfer Facility and the Disposal Operations/Tipping Decks.

Reliable Tires, Inc.
Tour Reliable Tires Inc., a waste tire facility in San Diego. The visit will include a discussion with the owner of Reliable Tires Inc. on tire operation with an opportunity for a question and answer period. As part of the training, the grantee inspectors will partake in a mock inspection and tire counting exercise. CIWMB staff will be present to assist with the training and tour.

Paula Harold, Environmental Health Specialist III from the San Bernardino County LEA and Supervising Planner Nancy Sansonetti from the County of San Bernardino Solid Waste Management discuss expectations of LEAs and operators when submitting permit revision applications on the new forms (Adobe PDF, 375 KB | MS PowerPoint, 450 KB).
