waste? Or maybe you are an experienced LEA that needs to get your
sea legs back? This is the session for you. We will review the
history, the players (CIWMB, LEA, CCDEH, EAC, Cal/EPA, SWIG, SWANA),
the acronyms, the tools (statute, regulations, guidance, toolboxes,
websites), the expectations, and the processes and where you can get
help when you need it. An added slant this year will be some real
world examples of how things fit together and lessons learned. |

Navigating the Seas of Illegal Dumping:
Enforcement and Abatement Strategies
The session will highlight varied approaches to combat illegal

cases that detail successful surveillance and enforcement of illegal
dumping to open fields and wetlands. George Valdes, City of Fresno, Code
Enforcement Division, will present case studies that highlight

San Diego County Regional Airport Authority, will discuss
how his past LEA training and experience has helped him prepare for
his role in developing and implementing environmental programs for
this new agency. Paul’s presentation will highlight the Authority’s
environmental initiatives that will be of interest to LEA & CIWMB
staff. |

Shore Leave: Field Trips For LEAs: Attendees will
tour the award winning Marina Landfill and the adjacent Monterey
Regional Wastewater Treatment Plant. Both sites are often visited by
national and international experts interested in seeing these solid
waste management innovations. In one morning, our tour participants
will see the many solid waste activities that are a short bus ride
from the conference hotel along a scenic highway.
For Tire Grantees: Tire grantees will visit two examples
of successful tire operations. West Coast Rubber Recycling began in
1999 as Gary’s Tire Disposal. It started by collecting tires from
various tire dealers in the greater Bay Area. The business later changed it’s
name to West Coast Rubber Recycling (WCRR) and expanded its tire
collection and sales territory to the greater Bay Area. From WCRR,
the group will travel to Topa Tires, a tractor trailer and backhoe
tire retreading establishment. Topa Tires has been in business for
four years at its location in Gilroy. |

Through the Spyglass
Illegal dumping of garbage, tires, or other debris is a chronic
problem in most urban and rural areas. One of the tools employed to
fight illegal dumping is the use of surveillance cameras. This
session will present an overview of the cameras used in the field
and a case study that involves the illegal disposal of tires.
