Training Certification for Landfill Managers and Inspectors

Project History

  • Discussion Started in 1997
    • With Board Staff, LEA’s, Industry, Stakeholders
  • Board Approval for 4-Year CIWMB/Solid Waste Association of North America (SWANA) CA Specific Training Pilot Project October 1999
  • Memorandum of Agreement Between CWIMB and SWANA Nations and California Chapters--October 2000
    • Training sessions completed (5 more in 2004)
    • Over 300 persons Trained
    • Includes Rural and On-Site Training
  • Directed to Develop Draft Regulations -- September 2003

Draft Regulation Overview -- Active and Permitted Landfill

Requires Training Certification for

  • Landfill Managers (on-site & responsible for operations)
  • Landfill Inspectors (CWIMB & LEA)
    • Required inspections
    • Not currently for closed or closed, illegal or abandoned (CIA) sites
  • Require Continuing Education Units
    • 30 in 3 years
    • Min 5 a year
  • Opportunities for Multiple Approved Training Sources for Certification and Continuing Education Credit (CEU)
    • For initial Certification
    • For continuing certification Units

Why Regulations? Some of the responses given

  • Landfill Managers and Inspectors will have the same basic level of information to drawn from and communicate by.
  • Continue to improve the quality of training for Landfill Managers and Inspectors for all of California.
  • Training system in place to address current or upcoming Solid Waste Issues.
  • Information shows that there seems to be a correlation between training and landfill compliance.
  • Continued training that builds on Managers and Inspectors current level of training and experience.

FAQ’s (Top Ten)

  1. Is this a sole Source for SWANA?
  2. This is too expensive (How can we do it cheaper?)
  3. Why add these regulations, we are doing a good job?
  4. Do all LEAs have to be certified?
  5. Less CEU's for inspectors?
  6. Not enough different training classes available?
  7. Do I have to take that cert. course over?
  8. Is my current California Certification OK?
  9. When will this happen (you aren't certified)?
  10. Will every landfill have a certified manager?
