Radiation Monitoring and Load Checking
The public, legislature, and media are intensely interested in the
issues involving radioactive waste and municipal solid waste
landfills. This session provides an overview and discussion of
radiation issues important to LEAs, with focus on radiation
monitoring and load checking programs. Invited speakers include

Overview of Disposal Reporting System and the
Reporting of Alternative Cover: Disposal/Diversion Demystified
Sherrie Sala-Moore, Waste Analysis Branch, will discuss the CIWMB
disposal reporting system and demystify the accounting procedures
for Alternative Daily Cover (ADC) and Alternative Intermediate Cover
(AIC). Laura Niles, Permitting and Inspection Branch, will
discuss the proposed regulations and then give an Inspector’s view
on the appropriate use of ADC and AIC and a straight face test for
the working face. |

Recognition of Clandestine Methamphetamine
Laboratory Wastes
Mark Cameron, Bureau of Forensic Services, DOJ, will discuss the
basic processes, chemicals and containers used in methamphetamine
manufacture to help prevent personnel exposure to chemicals from
clandestine methamphetamine laboratory wastes and containers during
load checking and illegal dump site cleanups. |

Phase I Construction and Demolition (C&D) Processing Regulations--Everything You Wanted To Know But Were Afraid To Ask
Allison Spreadborough, CIWMB, will address frequently asked
questions that arose during and following the rule making process.
Board staff will entertain questions from the audience about all
aspects of the regulations including implementation and enforcement
issues. |

Innovative Technologies
Russell Teall (President, Biodiesel Industries) will discuss
operating facilities in California, Nevada, and Australia that now
convert vegetable cooking oils into biodiesel and a new major
project in California with the US Navy to improve this existing
technology. David Konwinski (President, Onsite Power Systems) will
discuss a proposed 12 million dollar anaerobic in vessel digester at
Cal State University Channel Islands near Camarillo. It is designed
to produce enough energy to power the campus 24 hours per day. The
digester may process up to 250 tons a day of municipal green waste
diverted from Ventura County landfills and produce 50 to 75 tons of
fertilizer and greenhouse quality materials. This technology
processes materials that are problematic to existing compost
operations while providing emission and odor minimization. |

Partnership 2000 Work Group Session--CEQA Issues
This session will continue work on CEQA as a priority permitting
issue to help create certainty around the process. Prior efforts of
the working group indicated a need to produce guidance on CEQA. The
working group will define and assign tasks to complete a product
based on mutual consensus. Tasks timelines will be established for
completion in the months following the conference. |

Partnership 2000 Work Group Session--Gaining Compliance
This session will focus on “working the current system” with
tools presented from a variety of enforcement and compliance models.
The working group will determine tasks and assignments to produce a
tool or product that can be used to gain compliance or increase
ability to take appropriate enforcement action. This session will be
facilitated by Sharon Anderson. |

Medical Waste Disposal Problems and
Overlapping Authority
Jack McGurk, California Department of Health Services, will
speak on medical waste management and intergovernmental relations
focusing on disposal, new regulations, new technologies, and
pollution prevention. Ann Clarkson, Santa Clara County Medical Waste
Management Program, will speak on medical waste treatment and
disposal in Santa Clara County related to on-site treatment and
disposal as solid waste. |

Operational Fly Control: Keeping Happy Neighbors
Alec C. Gerry, PhD, Assistant Veterinary Entomologist, University of
California at Riverside, Department of Entomology, will discuss
approaches to minimize the production of nuisance flies at waste and
compost operations to a level that neighbors (even those living
quite close) will find within their range of comfort. By developing
a proactive program of sanitation and facility management that is
based on an understanding of the biology of nuisance flies, control
of nuisance flies will be achieved in a way that is sustainable,
cost effective, and minimizes the use of chemical pesticides. |

Jack Macy, San Francisco Recycling Program and
Terry Brennan, CIWMB
will discuss food diversion programs and issues: why food diversion
is important; what kinds of diversion programs exist; potential
problems associated with food diversion; and how a successful
municipal food diversion program can work. |

Solid Waste Facility Inspections,
Compliance, and Emerging Trends from a Cal OSHA Perspective
Marc Arico, CIWMB will provide a Health and Safety primer, followed by
a presentation from William Krycia of the Division of
Occupational Safety and Health of Cal OSHA. Mr. Krycia will discuss
investigations and fatalities from an inspector's perspective along
with the emerging trends from Cal OSHA. |

Diane Takvorian, executive director of the Environmental Health
Coalition, Steve Cain, LA Regional Water Quality Control Board, and
