This year's conference will give local enforcement agencies (LEA) at least two
opportunities to contribute to the latest version of the Permit Desk Manual currently
under development: A Web demo booth on Day 1 and a minitalk on
Day 2.
These handouts are intended to introduce the concept of the "Online Permit
Toolbox" and to prepare you to provide input on the design and content of this
interactive reference manual.
Web Demo Booth
At the interactive Permit Toolbox demonstration booth, many more pages will
be available for "test-surfing." Please stop by, grab a mouse, and try it out!
Also share your suggestions and comments with the project coordinator.
Permit Toolbox Minitalk
Only some of the pages will be available for surfing at the Web Demo Booth,
so a "minitalk" is scheduled for Day 2 of the
conference. Learn more about the layout, design, content, tools, and links planned for the
final version. This is also another chance to give your "two bytes worth."
Background
The last permit desk manual was completed in 1992. It was rescinded in 1997 due to multiple changes in statute
and regulations, and the relative roles of the various oversight agencies. In 1998, a
working group of LEAs, Board staff, and operators completed an outline and table of
contents of the topics to be included in the manual.
This time around, instead of a paper-binder manual, we'd like to construct an Internet
version with lots of links to the tools and resources needed to navigate the permit
process. This plan was presented at the March 30, 2000 Enforcement Advisory
Council meeting on and at the LEA
Roundtables in May-June, 2000.

Project Description
Develop an interactive permits process reference manual as a user-friendly,
online tool for access and use on the Board's Web site by LEAs, Board staff, and other
stakeholders.
The linked tools and resources would be based on the skills and tasks that are
necessary to successfully and efficiently process Solid Waste Facility Permits. All topics
in the 1998 LEA outline will be covered in the new "manual" but will be arranged
in a Web-based format that more naturally follows the permit process.
