Background:
- First Permit Desk Manuals available in 1989 and 1992.
- Many changes in federal and state laws, including Subtitle D, AB 1220, Title 27, Tiered
Regs.
- Permit Desk Manuals rescinded in 1997.
- Working group of LEAs, operators, and Board staff drafted Table of Contents, and Draft
RDSI Guidance in 1998.
- In 1999 we took a break.
- But also in 1998-1999, the Board and LEA computer and internet capabilities greatly
increased.
Objectives:
- Resources that are easy to find when you need them.
- Designed around permit tasks and skills.
- Meets needs of LEAs and other users.
- Easy to maintain and update
- Spend less time on paper work and more time on inspections and enforcement.
Project Plan:
- 1) Research, training, documentation of existing process and resources. (April-May 2000)
- 2) Design draft web structure to organize existing resources, navigate permit process,
meet objectives and needs. (June-July 2000)
- 3) Build partial working model in order to solicit comments and evaluate potential
layouts. (July-Aug 2000)
- 4) Collect best practices examples (such as permits, terms and conditions, transmittal
letters, RFIs.).(Aug-Sept 2000)
- 5) Post certain stand alone tools while rest of site is being developed (such as RDSI
Guidance, 5-Year Reviewer, sample issued permits
).(Sept-Oct 2000)
- 6) Post permit toolbox on Boardnet for internal review and development and testing of
meta-tools (such Permit Manager, Tier Finder
).(Oct-Dec 2000)
- 7) Final adjustment of content and design for posting on Boards web site.(Jan-Feb
2001)
- 8) Training, maintenance, and continued improvements. (March 2001)
Web Site Structure:
- Many helpful permit resources already exist.
- However, permit resources are scattered and difficult to find when you need them.
- Resources will be linked to the task lists and laundry lists used for day-to-day permit
activities.
- Task and laundry lists linked to easy to use menus.
