Robert Anderson: Mr. Anderson is a Registered Geologist and Certified Engineering Geologist in California. He is employed with the California Energy Commission assessing sites for proposed thermal power plants in California with respect to geological and paleontological resources, geological hazards and surface water hydrology issues. Mr. Anderson previously worked with CIWMB in the Remediation, Closure, and Technical Services Branch. Mary Avastu: Ms. Avastu has been employed as an inspector with the San Diego Department of Environmental Health, Hazardous Materials Management Division since 1986. She is currently with the Operations Group of the Industry Compliance program. Prior to this position, she worked with the San Diego County Air Pollution Control District. Cody Begley: Mr. Begley is a supervisor in the Waste Tire Management Branch, Tire Facility Permitting and Hauler Registration. He has worked in the field of environmental health for over 30 years working in four counties and with four state agencies. He has been with the Board since January 1993. Michael Bledsoe, Esq.: Mr. Bledsoe has been employed as staff counsel at CIWMB since 1998. His primary areas of responsibility are solid waste facilities permits, CEQA, and the Recycling Market Development Zone Revolving Loan Program. Terry Brennan: Mr. Brennan has been working in the field of integrated waste management since 1987. He has been with the CIWMB since 1990 working in a variety of diversion and regulatory programs. Catherine Cardozo: Ms. Cardozo is a Technical Senior at the CIWMB with the Office of Local Assistance. She has been with the Board since September 1990 working with the preparation of Source Reduction & Recycling Elements, waste characterization and measurement, reviews of planning documents and oversight on conformance findings. Ralph Chandler: Mr. Chandler has been the Executive Director of CIWMB since June 1991. From 1989 through May 1991, Mr. Chandler served as Chief of the Division of Recycling at the California Department of Conservation. He has published several professional papers in the fields of alternative energy resources and recycling. Maggie Coulter: Ms. Coulter has worked for CIWMB for 4 years in the areas of composting, school recycling, waste prevention, the State Agency Buy Recycled Campaign, and most recently, in the California Materials Exchange Program (CalMAX). Don Dier: Mr. Dier is a Supervising Waste Management Engineer on assignment to the CIWMB Policy and Analysis Office to develop a landfill operator and inspector certification program. Previously, he managed the Board’s solid waste permitting program for 15 years. Dr. Robert R. Freeman: Dr. Freeman cofounded Air Toxics Ltd. (ATL) And currently serves as Vice President and Technical Director. He is responsible for the design, fabrication and testing of the various pieces of innovative air sampling equipment used by ATL. Dr. Freeman has published two books and 60 papers on various aspects of environmental chemistry and separation science. Bobbie Garcia: Ms. Garcia has been with the CIWMB since April 1992. She is currently a senior specialist with the Policy and Analysis Office and is the project manager for the Board’s two-year Landfill Study. Michael Geraghty: Mr. Geraghty has 15 years corporate global business experience including the head of international purchasing for a Fortune 500 company. He has given more than 2000 presentations world wide, and is the author of The 10 Commandments of a Successful Entrepreneur. Martha Gildart: Ms. Gildart is a Registered Engineer who has worked for the Board since 1985 on recycling and energy recovering technologies. She has worked on the Tire Recycling Program since its inception in 1990 and is the manager of the Waste Tire Management Branch in the Special Waste Division. Richard Hawley: Mr. Hawley is the Executive Director of Greenspace--The Cambria Land Trust, a nonprofit corporation which he cofounded in 1988. Mr. Hawley has been working for over four years with task force members from public and private agencies to find ways to prevent the spread of Pitch Canker. He has written, coauthored, and assisted with several reports on the root causes of environmental problems. Mark Leary: Mr. Leary is the Deputy Director of the Special Waste Division of CIWMB. He manages the Board’s market development and local assistance efforts for waste tires, used oil and household hazardous wastes. Before joining the Board in September 1999, Mark managed the Browning-Ferris Industries’ (BFI) government affairs program in the western United States and Canada. Paulino Luna: Mr. Luna is a Waste Management Engineer for the Permitting and Enforcement Division at CIWMB. He presently acts as Cal/EPA/IWMB Liaison for the California-Mexico solid waste issues and is working for the newly created Cal/EPA Border Affairs Unit. Paul Manasjan: Mr. Manasjan is the program manager for the City of San Diego Solid Waste Local Enforcement Agency. He has over 10 years experience in solid waste permitting and regulatory compliance. Jose Guadalupe Martinez: Mr. Martinez is the Assistant Director for Urban/Regional Planning and Environmental Planning and Environmental Protection at the Tijuana Municipal Institute for Planning. He has been involved with urban planning since 1980 in Baja California, Mexico, and South America. Rachel Morton: Ms. Morton has been with the LEA Support Branch of the CIWMB since 1994. Her prior experience includes 13 years investigating pesticide-related incidents with the Department of Pesticide Regulation. Linda Moulton-Patterson: Ms. Moulton-Patterson, was named to the California Integrated Waste Management Board in August 1999 and was elected as Board Chair in January 2000. She served as Mayor and Council Member of the City of Huntington Beach and is president and Board Member of the Huntington Beach Union High School District. While on the City Council she served on a task force that helped shape the city’s plan of action to meet the requirements of the Integrated Waste Management Act. Julie Nauman: Ms. Nauman is the Deputy Director of the Permitting and Enforcement Division at CIWMB. She is the former Chief Deputy Director of the California Department of Housing and Community Development. She has an extensive background in land use planning and policy. Rubia Packard: Ms. Packard has been with the Board’s Policy and Analysis Office since March 1996 addressing areas such as waste export, strategic planning, and the current landfill study. Prior to that time, she spent 10 years with the Department of Toxic Substances Control in the Hazardous Waste Management Program. Marty Pardun: Darryl Petker: Mr. Petker is a Senior Technical Waste Management Engineer with the CIWMB. He is currently developing California Waste Stream Profiles to display web-based information for workload and decision making. He has 15 years experience with CIWMB and private industry dealing with landfill closure, site assessment, design, and construction and maintenance. Bill Prinz: Mr. Prinz is an Environmental Health Specialist employed with the City of San Diego Planning and Review Department, LEA Program, Permitting and Enforcement. He previously worked with the County of Riverside Department of Environmental Health conducting investigations within a wide variety of environmental health programs. Russell earned a Bachelor of Science in wildlife biology from Auburn University, Alabama’s Land Grant University. Since graduation in 1989, he has worked as a Ranger for the National Park Service at Great Smoky Mountain, Mesa Verde, Kings Canyon and Redwood National Parks. Russell currently works as a Ranger for the Bureau of Land Management in Yucca Valley. He is a collateral duty hazardous materials officer and is the program manger for the Desert Managers Group (DMG) Illegal Dumping Program.Russell has coordinated the cleanup of numerous illegal dumps. Most of these cleanups were accomplished through partnerships that he formed. He has also prosecuted many illegal dumpers in both State and Federal court. One of Russell’s current projects is to implement a desert-wide illegal dump database for the DMG. Russell is also helping the City of Yucca Valley develop a dumping prevention program. John Smith: Mr. Smith is the manager of the CIWMB Recycling Business Assistance Branch. He has over 20 years experience in overseeing local solid waste planning efforts and managing a variety of state recycling market development programs. Scott Walker: Mr. Walker, a Certified Engineering Geologist, is the manager of the Remediation, Closure and Technical Services Branch. He has 14 years work experience in environmental engineering and geology for Cal/EPA Agencies (CIWMB and Central Valley Regional Water Quality Control Board). Jon Whitehill: Mr. Whitehill has worked at the CIWMB since 1990 assisting LEAs with the permitting and inspection of solid waste facilities. Currently he is the project manager for the design and implementation of the online permit-process reference manual. Cheryl Williams: Since January 2000, Ms. Williams has been a grant manager with the CIWMB Used Oil and Household Hazardous Waste program. Prior to joining CIWMB she worked for the State Department of Parks and Recreation for 20 years; there, she administered grant programs, managed the radio telecommunications equipment program and the major capital outlay program for development of park facilities. Gino Yekta: Mr. Yekta has worked for the CIWMB in the Closure and Remediation Branch since February 1999. Previously, he worked for 10 years as the LEA Engineer for the City and County of San Diego. |
