Barriers to Siting Organic Diversion Facilities

We Need to Hear From You

The CIWMB is requesting your help in identifying what the CIWMB could do to overcome barriers to siting and expanding organic materials diversion facilities. The CIWMB is seeking participation from a wide range of stakeholders and interested parties to help us better understand all of the issues involved. Your perspective is important to the CIWMB.

Why

Organic materials comprise over 30 percent of the waste stream landfilled. The CIWMB wants California to reduce the amount of organics being landfilled by 50 percent by 2020. To do this, at least 15 million tons of organics needs to be recycled annually. As identified in the CIWMB’s “Organics Roadmap,” (Word, 104 KB) new and expanded facilities are going to be needed to achieve this goal and the CIWMB is looking at what it can do to help reduce the barriers to the siting and expanding of these needed facilities.

How You Can Participate

Attend the Workshop on April 23, 2008 at the Cal/EPA Building in Sacramento

At the workshop, participants will be exploring what the CIWMB could do to overcome barriers to the siting and expanding of organic diversion facilities. The basis of discussion will be a worksheet (Adobe PDF, 151 KB) that lists barriers and suggested solutions identified by stakeholders.

As many of you may recall, the first step in gathering input was to conduct an electronic survey to identify barriers from a wide range of stakeholders. More than 250 people participated in the survey. To gain a deeper understanding of the barriers and associated specific actions the CIWMB could take, CIWMB staff conducted follow-up interviews. We had the opportunity to talk with many of you, and we thank you for sharing your perspective on this subject. Input from the surveys and interviews have been captured in the worksheet.

We encourage you to attend and participate in shaping the Board's focus on organics.. We will be providing an update to the CIWMB on the status of the project at its meeting in May 2008. A work plan will ultimately be developed and folded into the Organics Roadmap, which is being used to guide efforts to achieve the Board's Strategic Plan 6.1, the 50 percent reduction of organics going into the landfill by 2020. This will be presented to the CIWMB at a future Board meeting. A notice of this future Board meeting will be posted here.
