VI. Provisions for Reviewing and RevisionThis market development plan provides specific guidance to the Executive Director regarding the Board's priority market development programs during the next two to three years. However, the dynamic nature of recycling markets, the ongoing needs of private industry and local government, and the impacts of program implementation may alter the priorities selected in this plan. The Board acknowledges the need for this market development plan to be reviewed and revised on a regular basis (as mandated in Public Resources Code §42005-42009). Because sufficient staff and contract resources are critical to successful implementation of the Board's priority market development programs, future review of this plan will be scheduled so the plan can have a direct influence on the Board's annual development of its budget and contract concepts. The Board will consider revisions to its market development plan each February concurrently with setting loan objectives for the following fiscal year. In addition, the Board will continue to assess markets on a quarterly basis. The results of the ongoing analysis will be printed and distributed through the Board's quarterly markets report. Thus, the Board will continues to analyze, identify and understand the markets and market trends for secondary materials, the barriers to expanding those markets, and opportunities to overcome barriers. Finally, the Board directs staff to update the Market Development Committee regularly concerning implementation of the actions contained in this plan and the Board's progress toward's meeting the 50 percent mandate. Board staff will also apprise the Committee regarding other actions staff has taken to assist local governments and businesses to recycle materials and develop expanded markets for California secondary materials. |
