The planning document, Meeting the 50 Percent Challenge: Recycling Market Development Strategies through the Year 2000, (pub. #400-96-058) describes activities to assist local governments and the private sector in achieving that reduction goal. The CIWMB (Board) will undertake sixteen priority actions to stimulate use of secondary materials and demand for products made from these materials. The list continues the priority materials selected in the Board's 1993 plan (paper, plastic, and compostables) and expands the priority list to include three additional materials: tires, urban wood, and inerts. Additionally, the priority actions in the 1996 plan depart from those in the 1993 plan by recognizing the importance of targeting collection efficiency, by reducing the emphasis on mandatory programs, and by emphasizing voluntary actions through partnerships and alliances among state agencies, local governments, and private businesses. Market Status PapersTo develop the priority actions presented in this plan, Board staff prepared market status papers for the commodities and programs shown below. Each commodity report includes:
CommoditiesContainer and Plate Glass--Glass from food and beverage containers (container cullet) and plate glass and other construction and demolition glass (plate cullet). Recycled Inerts--Covers four specific construction and demolition materials: aggregate, asphalt,asphalt roofing, and drywall. Urban Wood--Primarily wood pieces from: processing or manufacturing of wood products, harvesting or processing of raw woody crops, and construction and demolition activities. Ferrous Scrap--Steel cans and metallic discards. Postconsumer Recovered Paper--Addresses four major "grades" of postconsumer recovered paper: old corrugated containers, office papers, mixed paper, and old newspapers. Postconsumer Plastics--Includes PETE (soda bottles) and HDPE (milk jugs). Urban Compost and Mulch--Urban organics, primarily yard trimmings and food residues. ProgramsBuy Recycled--Increase purchase of recycled-content products (RCPs) made from recovered paper, building and construction debris, organics, and recycled plastics. Industrial Market Development--Assistance to businesses that manufacture new products from recycled material through the Recycling Market Development Zones (RMDZ) and the Recycling Businesses Assistance Team (R-Team). Secondary Materials Export Markets--This report provides an overview of California's export markets for secondary materials. The market information for these materials does not explicitly separate postconsumer materials. However, since the majority of these materials are postconsumer, reviewing the general trends and issues affecting secondary material markets provides a useful tool for understanding postconsumer material exports. |
