Landfill Facility Compliance Study (Task 2)

The site is currently regulated under a detection monitoring program (DMP)
for groundwater. The owner is complying with the provisions of the DMP
and has not needed to install additional monitoring wells.
The owner was notified of an area of concern (AOC) from the enforcement
agency (EA) in late 2000 for methane concentrations in excess of 5
percent in one of the migration probes. The owner finger-printed the gas
and determined that the source was not landfill gas (LFG) from the site,
but migration from an adjacent oil production well field. The owner
conducts routine migration probe monitoring to maintain LFG compliance.
The owner has not been notified by the EA of any area of concern or been
issued any leachate control- or drainage/erosion-related violations
since the beginning of the study period (January 1, 1998). The site
maintains leachate control, drainage, erosion control, and surface water
protection measures as mandated by regulation.
The owner received a notice of violation (NOV) from the air pollution
control district (APCD) for carbon monoxide emissions resulting from
flare source testing in March 1999. This matter was resolved in May 1999
and the owner is currently in compliance with air quality regulations.

The RWQCB indicated that the site is under a DMP. The RWQCB indicated
that the site has not received any violations relative to groundwater
quality. The owner has installed a leachate injection system to augment
leachate control. The RWQCB conditions of approval of the leachate
injection program stipulate that leachate can only be injected back into
the lined area from where it came. The RWQCB indicated that the owner
installed the leachate injection system as a source control measure to
reduce the volume of leachate that requires treatment.

The EA indicated that the landfill received an AOC for excess methane
concentration in a migration probe. The owner quickly resolved the issue
and the site has since complied with LFG-related requirements.
The EA indicated that the site has not received AOCs or violations
relative to surface water. The owner has installed a leachate injection
system to augment leachate control.

The owner received an NOV from the APCD for excess carbon monoxide
emissions discovered during flare source testing in March 1999. This
matter was resolved in May 1999, and the owner is currently in
compliance with air quality regulations.
The APCD indicated that the owner was issued a notice to comply (NTC)
for a surface emission in excess of 500 parts per million. The APCD
indicated that the concern was corrected and the site currently complies
with air quality-related requirements.
