According to the owner, the landfill is under a corrective action program (CAP) and has not been issued a cleanup and abatement order (CAO).

The enforcement agency (EA) has issued an area of concern (AOC) for elevated methane detected in readings in a perimeter migration probe. The owner addressed the AOC by clearing condensate blockages in the landfill gas (LFG) header lines and fine-tuning the LFG collection system. The owner indicated that the site has not received an AOC or violation for leachate control, drainage, or erosion control-related issues.

The owner reported that the site has received several notices to comply (NTC) from the air quality management district (AQMD) for surface emissions relative to air quality-related issues. The owner addressed the NTCs by fine-tuning the LFG collection system.

The RWQCB indicated that the site has been under a CAP since August 1999. The CAP consists of a groundwater pump and treat system. The RWQCB reported that the owner has run a series of groundwater flow models to determine the location of the groundwater plume and to aid in addressing its migration.

The EA indicated that the landfill received an AOC in September 1998 for destroyed portions of the eastern LFG header pipeline and two compliance probes, due to a 500-acre wildfire along the site’s eastern perimeter only. The EA indicated that the owner’s repairs to the LFG collection system corrected the problem by October 1998.

The EA indicated that the owner received a violation in July 2001 for excess methane concentrations in perimeter monitoring probe MP-12. The owner made repairs to the LFG collection system wells and headers, and these repairs satisfactorily addressed LFG migration by August 2001.

The SCAQMD indicated that the owner received several notices of violation (NOV) for excess surface emissions relative to air quality-related issues, but that after adjustments to the LFG system, the owner was able to bring the site into compliance with LFG requirements. NOV #P14484 was brought into compliance by June 9, 1998. NTC #C60046 was brought into compliance by October 30, 2000, and NOV #P12795 was brought into compliance by August 28, 2001.
