There was a corrective action based on a release of volatile organic
compounds (VOC) in 1998. The Colorado River Basin Regional Water Quality
Control Board indicated that an evaluation monitoring program and risk
assessment were conducted for the site. The corrective action was to
construct a final landfill cover to prevent the infiltration of surface
water into the landfill and to continue groundwater monitoring. The
corrective action order was rescinded in January 2000. According to the
owner, the most important lesson learned is that the landfill cover
should be placed on closed sites as quickly as possible.
There have been no gas-related, surface water-related, or air
quality-related issues at this site since the beginning of the study
period (January 1, 1998). There have been no problems implementing the
existing landfill environmental protection regulations at this site.

During the 1984 solid waste assessment test (SWAT), four monitoring
wells were installed at the site. Analysis of samples from those wells
indicated VOC impacts to groundwater.
Initial levels of VOCs were:
Dichlorodifluoromethane: 32 parts per billion (ppb)
Trichlorofluoromethane: 7.7 ppb
TCE: 3.3 ppb
Vinyl chloride: 1.1 ppb
The cause of impacts is unknown but is assumed to be from either
leachate or gas generation or migration. In 1995, the regional board
received an evidence of release notification and a full scan of
contaminants of concern (COC) followed. An evaluation monitoring plan
was submitted and approved in August 1995. A cleanup and abatement order
(CAO) was issued as well and updated in 1997 to reflect changes in the
corrective action plan (CAP) schedule. The CAP consisted of a final
cover and closure of the site to mitigate/minimize groundwater impacts.
The CAP final cover was completed in 1998 and consists of a four-foot
final cover of soil and GCL. The CAO was rescinded in January 2000. At
present, the site is monitored annually. All monitored parameters (VOCs,
metals, general chemistry parameters) are below applicable or relevant
and appropriate requirements (ARAR) and maximum contaminant levels (MCL)
for drinking water.

The enforcement agency (EA) indicated that the landfill has not
experienced landfill gas or surface water issues and has not been issued
violations.

This landfill is not required to have permits with the air quality
management district (AQMD). The agency is not aware of any air quality
issues related to this site. Since the site has been closed for a number
of years, the AQMD has limited information about it.
The area around the Morongo site is very arid. The U.S. Environmental
Protection Agency defines an arid area as an area receiving less than 25
inches of rainfall per year. This area receives only about 4 or 5 inches
of rainfall per year. Because a direct relationship exists between the
wetness of a landfill and the amount of landfill gas generated, the
Morongo site generates very little landfill gas.
