The owner indicated that the site has not been required to conduct a
corrective action program (CAP) or been issued a cleanup and abatement
order (CAO). There have been no landfill gas (LFG), surface water, or
air quality related compliance issues at this site. The owner indicated
that the site was closed in 1982 by placing a 15- to 20-foot soil cap
over the waste.

The regional water quality control board (RWQCB) indicated that the site
has not been required to conduct a CAP or CAO relative to groundwater
issues. The waste discharge requirements (WDR) were rescinded in 2000
and as such, groundwater monitoring is no longer required at the site.
The RWQCB indicated that the WDRs were rescinded because groundwater
quality monitoring indicated that there were no perceived potential
impacts and groundwater chemistry was consistent over time. In other
words, the constituents detected in groundwater, if any, were
consistently detected at low concentrations.

The enforcement agency (EA) indicated that the landfill received an area
of concern (AOC) on June 24, 2002, for LFG migration. The owner adjusted
LFG well pressures to control emissions. The EA indicated that the owner
received an AOC on September 17, 2003 for landfill surface cracks and
that the owner regraded the area within one week.

The AQMD indicated that the LFG collection system for the site includes
interior collection wells, perimeter collection/control wells, and an
LFG flare. The AQMD indicated that the site shares its LFG collection
system with Mission Canyon Landfill, Unit 2. The LFG is typically
collected and conveyed to the University of California, Los Angeles,
where it is converted to reusable energy. The AQMD indicated that the
owner was issued a notice to comply (NTC) to maintain the LFG flare
station in good operating condition after a rainstorm caused a mudflow
to the LFG flare station. The AQMD indicated that the NTC was mitigated
by regrading the area around the LFG flare station and improving surface
water controls.
