The owner indicated that the site was closed in 1978 by placing a 15- to
20-foot soil cap over the waste.
The owner indicated that the site has not been required to conduct a
corrective action program (CAP) or been issued a cleanup and abatement
order (CAO) for groundwater-related issues. The owner installed a series
of surface water drainage structures that virtually eliminate surface
water onflow to the landfill. The site has not received an area of
concern (AOC) for either landfill gas (LFG)-related issues or surface
water-related issues from the EA.
The air quality management district (AQMD) issued an AOC during an
inspection for surface emissions. The owner installed a series of
additional LFG collection wells and the surface emissions have been
mitigated.

The regional water quality control board (RWQCB) indicated that the site
has not been required to conduct a CAP or CAO relative to groundwater
issues since January 1, 2002. The waste discharge requirements (WDR)
were rescinded in 1992 and as such, groundwater monitoring is no longer
required at the site. The RWQCB indicated that the WDRs were rescinded
because groundwater quality monitoring indicated that there were no
perceived potential impacts and groundwater chemistry was consistent
over time. In other words, the constituents detected in groundwater, if
any, were consistently detected at low concentrations.

The enforcement agency (EA) indicated that the landfill has received
four AOCs for LFG-related issues since January 2002. The EA indicated
that the owner mitigated the violations by adjusting LFG well pressures,
repairing collection headers, and installing a new LFG well.
The EA indicated that the owner received a violation report on March 22,
2000, for drainage and erosion control, grading, and slope stability.
The EA indicated that the landfill operator promptly regraded the area.

The air quality management district (AQMD) indicated that the LFG
collection system for the site includes interior collection wells,
perimeter collection/control wells, and an LFG flare. The LFG is
typically collected and conveyed to the University of California, Los
Angeles, where it is converted to reusable energy. The AQMD indicated
that the site shares its LFG collection system with Mission Canyon
Landfill, Unit 3. The AQMD indicated that the owner was issued a notice
to comply (NTC) to maintain the LFG flare station in good operating
condition after a rainstorm caused a mudflow to the LFG flare station.
The AQMD indicated that the NTC was mitigated by regrading the area
around the LFG flare station and improving surface water controls.
