The owner indicated that the site is currently in a corrective action program (CAP) due to landfill gas (LFG) migration to groundwater. The owner indicated that since additional LFG collection wells were installed, the groundwater monitoring wells are now in compliance

The site received an area of concern (AOC) from the enforcement agency (EA) for elevated methane readings in a perimeter migration probe. The AOC was mitigated by installing an additional LFG collection well and relocating the perimeter migration probe closer to the property boundary.

The owner indicated that the site has received an AOC or violation related to erosion or drainage control issues.

The owner indicated that the site has received notices to comply (NTC) from the air quality management district (AQMD) for surface emissions relative to air quality. The NTCs were corrected by fine-tuning the LFG collection system.

The regional water quality control board (RWQCB) indicated that the site has been under a cease and desist order (CDO 00-44) for eroded waste slopes and exposed refuse resulting from heavy rainstorms February 20–23, 2000. The RWQCB indicated that refuse and sediment appeared to have been carried by the stormwater runoff into the East Perimeter Channel. The RWQCB indicated that the owner was advised that failure to maintain the landfill’s drainage and erosion control systems constituted violation of waste discharge requirements (WDR) Order No. 98-99.

The RWQCB indicated that during its March 1, 2000, follow-up inspection, after another series of heavy rain storms, the RWQCB observed soil, refuse, and debris in Bee Canyon Wash at the upstream stormwater monitoring point and at the entrance to the Bee Canyon retarding basin located west of the site. The RWQCB also indicated observing a high water mark of fine refuse plastered to the sidewalls of a concrete trapezoidal channel located west of the 261 Toll Road, downstream of the Bee Canyon retarding basin.

The RWQCB indicated that the owner has complied with the requirements of CDO 00-44, which included regrading the eroded waste slopes and maintenance of the landfill’s drainage and erosion control systems. The RWQCB further indicated that the owner continues to perform monitoring of the waste slopes, the landfill’s drainage, and erosion control systems as required by CDO 00-44.

The EA indicated that the owner received an AOC in February 1999 for not replacing perimeter probes that had been buried or were missing. The EA indicated that the owner installed replacement probes by April 1999, which addressed the AOC.

There was a violation in June 1999 for excess methane concentrations in perimeter monitoring probe P-1. By August 1999, the owner installed two additional LFG collection wells that reduced the methane concentrations in the probe to within acceptable levels.

The EA issued an AOC in April 2002 based on inadvertent damage to perimeter monitoring probe P-2 due to Phase V-D grading activities. Additionally, the AOC was issued because the owner/operator had ceased monitoring probes GPB-13 and GPB-14 since February 2002 without the EA's prior knowledge and consent. The EA indicated that the owner installed a replacement probe on June 14, 2002, which corrected the AOC.

The SQAQMD issued an NTC for excess surface emissions relative to air quality-related issues. The SQAQMD indicated that the owner adjusted the LFG collection system. The site is in compliance with NTC C60050 as of November 12, 2000.
