Lopez Canyon Landfill: In-Depth Information

CIWMB’s Solid Waste Information System (SWIS) number: 19-AA-0820
Site Information per Landfill Facility Compliance Study (Task 2)

Information Source: Owner/Operator: City of Los Angeles
Telephone Conversation: March 29, 2004

The owner indicated that the site has not been required to conduct a corrective action program (CAP) or is under a cleanup and abatement order (CAO). The owner installed a series of micropurging pumps in the site’s groundwater monitoring wells that render more accurate analytical results.

The site was issued an area of concern (AOC) for landfill gas (LFG)-related instantaneous surface emissions in a difficult-to-repair area of the landfill. However, these “hot spots” have been repaired in a timely manner through moisture conditioning and compacting additional soil in the problem areas.

The site has not received AOCs or violations for surface water-related issues.

Information Source: Regional Water Quality Control Board, Los Angeles Region
Telephone Conversation: March 26, 2004

The RWQCB indicated that the site has not been required to conduct a groundwater-related CAP or CAO.

Information Source: Enforcement Agency (City of Los Angeles Environmental Affairs Department)
E-mail response: April 7, 2004

The enforcement agency (EA) indicated that the landfill has not received an AOC for LFG-related issues. The owner did receive an AOC for ponding and erosion control since the beginning of the study period (January 1, 1998). The EA indicated that the owner promptly eliminated the ponding and repaired the erosion in the slopes.

Information Source: South Coast Air Quality Management District
Telephone Conversation: March 31, 2004

The air quality management district (AQMD) indicated that the landfill operator has been issued notices to comply (NTC) for LFG surface emissions, primarily along the waste boundary. To mitigate these emissions, the owner installed additional gas collection wells closer to the interface between the waste and native ground. The repairs were made in a timely manner.
