The site is currently in an evaluation monitoring program (EMP) but will soon be in a corrective action program (CAP). The owner is currently implementing corrective action measures, including operation of a landfill gas (LFG) collection system that has been reducing volatile organic compound (VOC) concentrations in site groundwater monitoring wells.

The site has not received an area of concern (AOC) or violations for LFG-related issues from the enforcement agency (EA).

The EA issued a violation in September 2002 for erosion control issues at the site. To repair the problem, the owner filled in erosion rills and re-graded areas where ponding had occurred. The owner repaired the problems to the satisfaction of the regional water quality control board (RWQCB). During the October 2001 inspection, the EA commented on leachate observed on the surface of the rocks at a catch basin. This was investigated and was found not to be leachate. Rather, it was runoff from green waste that discolored the surface water, which was not a violation.

The owner has not received a notice to comply (NTC) or notice of violation (NOV) for violations of LFG-related or general air quality-related regulatory requirements from the air quality management district (AQMD).

The landfill is in an EMP, and the operator is currently operating a landfill gas extraction system as part of mitigation for groundwater and LFG impacts. In addition, RWQCB staff approved a groundwater pump-and-treat system for the site to further mitigate for groundwater impacts beneath the landfill and off-site. The groundwater pump-and-treat system is not operational at this time; the system is scheduled to go online in mid-2005.

The EA indicated that the landfill received an AOC for differential settlement cracks. The EA also indicated that the owner received an AOC for leachate control in October 2001 and an AOC for erosion control issues in September 2002.

The air quality management district (AQMD) indicated that the landfill owner has not been issued an NTC or NOV for gas migration issues or general air quality issues, and that the site is in compliance with air quality and LFG control requirements.
