Chiquita Canyon Landfill: In-Depth Information

CIWMB’s Solid Waste Information System (SWIS) number: 19-AA-0052
Site Information per Landfill Facility Compliance Study (Task 2)
Closed before 1993

Information Source: Owner/Operator—Republic Services
Telephone conversation: March 29, 2004

The site is currently in a corrective action program (CAP) for landfill gas (LFG)-related volatile organic compounds (VOC) in groundwater. The owner installed a series of additional LFG collection wells that have addressed the VOC concentrations and groundwater quality is improving over time. The owner did not indicate which cell had been the source of the VOCs, lined or unlined.

The site has received an area of concern (AOC) for LFG-related migration probe issues. The owner adjusted the LFG well field by fine-tuning the systems (adjusting the vacuum) and adding one additional extraction well to maximize the ability to mitigate LFG migration to groundwater.

The owner installed additional sections of paved roads to address an erosion control AOC. The owner installed additional LFG wells to address a notice to comply (NTC) for surface emissions that violated air quality management district (AQMD) regulations.

Information Source: Los Angeles Regional Water Quality Control Board
Telephone conversation: March 26, 2004

The regional water quality control board (RWQCB) indicated that the site is under a CAP for releases to groundwater near the site entrance. The owner responded by installing an additional LFG well network, and according to the RWQCB, conditions have generally improved.

Information Source: Enforcement Agency—Los Angeles County Department of Health Services
Telephone conversation: March 31, 2004

The EA indicated that the landfill received an AOC for methane concentrations greater than 5 percent in LFG migration probes. The owner took immediate measures to fix the LFG migration issue by installing an additional LFG collection well. The EA also indicated that the owner received an AOC for erosion control issues.

Information Source: South Coast Air Quality Management District
Telephone conversation: March 31, 2004

The AQMD indicated that the owner was issued an NTC for gas migration issues (detection in perimeter monitoring probes), but that the site is now in compliance with air quality and LFG-related requirements.
