Base Year/Reporting Year Change Policy

Attachment D: California Integrated Waste Management Board Resolution No. 1999-38 (Revised)

Reconsideration of Previously Approved Methods to Correct Base-Year Inaccuracies: Adopted January 2000.

WHEREAS, the Board has previously approved methods that allow jurisdictions to correct their miscalculated 1990 or later base-year generation amounts; and

WHEREAS, with the exception of a limited number of jurisdictions that have not yet been through the Biennial Review process, are currently on compliance orders, or have not yet had their documentation for a base-year correction reviewed by staff, all jurisdictions have had an opportunity to bring corrections to their base years before the Board; and

WHEREAS, as time goes on, it is increasingly difficult for jurisdictions to make well documented historic correction estimates for old generation data, and more problematic for staff to determine the validity of the claims.

NOW, THEREFORE, BE IT RESOLVED, that the Board adopt the following conditions for the correction of 1990 and later base years:

1. End the existing practice of allowing corrections to the 1990 through 1996 base years, with the exception of jurisdictions that have submitted a formal request with all supporting documentation for a base-year correction before March 31, 2000, have submitted a request in conjunction with their 1997 or 1998 Annual Report by January 25, 2000, or are currently on Board-issued Compliance Orders for data problems.

2. In the future, not allow corrections to any Board approved base-year disposal or diversion tonnage amount that is more than three calendar years old.

3. Continue to approve changes in measurement base years to a more recent calendar year as supported by new generation studies that are no more than three calendar year old, and allow corrections to Disposal Reporting System amounts.
