CIWMP Enforcement Policy Five-Year County or Regional Agency Integrated Waste Management Review Report Guidelines |

IntroductionCounties were required to prepare and submit to the California Integrated Waste Management Board (Board) a Countywide Integrated Waste Management Plan (CIWMP). The CIWMP includes the Source Reduction and Recycling Element (SRRE), Household Hazardous Waste Element (HHWE), and Nondisposal Facility Element (NDFE) for each jurisdiction in the county, and a Countywide Siting Element (SE) and Summary Plan (SP) for the county. Similarly, if regional agencies were formed, the Regional Agency Integrated Waste Management Plan (RAIWMP) includes all applicable regional planning documents. (Regional agencies composed of member agencies that do not extend beyond the boundaries of a single county are an exception. See [Public Resources Code (PRC), section 41750.1 and California Title 14, Code of Regulations (CCR) section 18776 (b)]. The CIWMP or RAIWMP addresses waste management conditions within the respective county or regional agency. It also provides an overview of the actions that will be taken to achieve the diversion requirements of PRC section 41780 and to maintain 15 years disposal capacity. Statute requires that the elements comprising the CIWMP and RAIWMP be reviewed every five years after the original CIWMP or RAIWMP approval date, and be revised, if necessary. Therefore, the focus of the Five-Year CIWMP or RAIWMP Review is to determine if these planning documents are still adequate or should be revised. The Board developed a Five-Year CIWMP or RAIWMP Review Report template as a tool to assist counties and regional agencies to review and report on the adequacy of their planning documents and the need, if any, for revision. The Five-Year CIWMP or RAIWMP Review Report template was designed to streamline the review and reporting process for counties and regional agencies, saving time and other important resources. By using this template, a county or regional agency may document compliance with the Five-Year CIWMP or RAIWMP Review requirements (PRC sections 41822 and 41770, and Title 14 CCR section 18788) and formally request Board approval of its five-year CIWMP or RAIWMP Review Report findings. |
