a. AB 1327 - On October 11, 1991, Assembly Bill No. 1327, Farr, (Statutes of
1991, Chapter 842) was signed into law. This bill added Chapter 18 (commencing
with Section 42900) to Part 3 of Division 30 of the Public Resources Code.
Chapter 18 is known as the California Solid Waste Reuse and Recycling Access
Act of 1991 (Act).
Chapter 18 required the California Integrated Waste Management Board to
develop by March 1, 1993, a model ordinance for adoption of recyclable
materials in development projects. Local agencies were then required to adopt
the model, or an ordinance of their own, governing adequate areas for
collection and loading of recyclable materials in development projects by
September 1, 1993. If, by that date, a local agency had not adopted its own
ordinance, the model ordinance adopted by the CIWMB took effect and shall be
enforced by the local agency.
