Diversion Study Guide

Preparing and Submitting a New Base-Year Request

A jurisdiction may submit a request to the CIWMB to replace the original base year with a more current base year at any time, or it may include the request in the jurisdiction’s annual report to the Board.

When using the CIWMB Base-Year Modification Request Certification sheet to submit a request for a new base year derived from the diversion study conducted, the following documentation is required:

  • Identify data by type of generator, by material type, and diversion activity; e.g., paper (double-sided copying), food reuse, cardboard recycling.
  • Describe diversion calculation methodology used.
  • Provide a detailed summary (e.g., assumptions, methodology, sampling techniques, etc.) of the sampling methodology of the residential and non-residential sector surveyed.
  • Provide new base-year generation study calculation details.
  • For each restricted waste type, provide an explanation of how restricted waste criteria were addressed.
  • Provide list of conversion factors used, discussion of applicability, and sources.
  • Provide any documentation that will support the data collected.
