As part of the requirements of the Integrated Waste Management Act, each jurisdiction calculates an annual diversion rate estimating the waste kept out of landfills due to reuse, recycling, and composting. and reports annually to the Board on the diversion programs within its boundaries.

Here you will find calculation tools, information, and models you can use to meet the reporting requirements.

Annual Reporting. Each city, county, or regional agency submits an annual report produced by performing two basic steps: calculating the annual diversion rate, and describing progress implementing the diversion programs selected in the jurisdiction's planning documents. Board-developed tools, including the online diversion rate calculator and the model annual report, greatly simplify the reporting process by performing the complex calculations and by providing downloadable forms (with instructions) used by jurisdictions to prepare their annual reports.

The Biennial Review. At least once every two years, the Board reviews the progress of each jurisdiction toward the goals of the Integrated Waste Management Act. This document outlines the basis for the Board's review and what the Board looks for during the review process.

Biomass Guide. The Biomass Cert sheet has been updated for 2005. The following guidelines include the information a jurisdiction should submit to the Board to substantiate its biomass diversion claim for 2000 (and beyond), as well as other relevant biomass-related information. The Biomass information can be found in the Local Government Library. (Updated February 21, 2005)

Board-Approved Templates. The Board’s local assistance staff has developed a series of templates to assist jurisdictions when claiming changes to Board-approved base-year disposal or diversion amounts, when claiming changes to reporting-year disposal amounts, when using alternate adjustment factors to calculate an annual diversion rate, or when establishing a new base year.

Data Tools: The Board provides a number of tools and information to assist local government (as well as businesses) to reduce disposal, conserve resources, and help California meet its waste reduction goals.

Disaster Waste Guidelines. These guidelines were prepared to assist jurisdictions in preparing for and dealing with disaster waste.

Disposal Reporting. Each county or regional agency submits quarterly disposal reports to the Board.  Data from this system is used to calculate diversion rates and can provide important insights into each local waste stream. New web-based tools allow customers to view disposal data by waste origin (where it was produced), or waste destination (where it was disposed). Customers can look at statewide data, or select the city, county, regional agency or disposal facility they wish to see.

Five-Year CIWMP or RAIWMP Review. The CIWMP or RAIWMP addresses waste management conditions within the respective county or regional agency. It also provides an overview of the actions that will be taken to achieve the diversion requirements of Public Resources Code (PRC), section 41780 and to maintain 15 years disposal capacity. Statute requires that the elements comprising the CIWMP and RAIWMP be reviewed every five years after the original CIWMP or RAIWMP approval date, and revised, if necessary. Household Hazardous Waste. The Board requires each jurisdiction in California to annually report the amount of household hazardous waste (HHW) collected through locally administered programs.  Local jurisdictions must use CIWMB Form 303 to meet this requirement. The completed report must be received by the Board no later than the first Monday in October.

New City Incorporation. When a new city incorporates, the Annual Report calculation for the affected unincorporated county should use the most accurate adjustment factor measurement levels for population and taxable sales. 

PARIS:  Use the Planning Annual Report Information System as an informational tool when preparing annual reports. The PARIS jurisdiction diversion program list shows the current waste diversion program data and program status for any jurisdiction.

Time Extension or Alternative Diversion Requirement. Jurisdictions may request a time extension or alternative diversion requirement to meet the California Integrated Waste Management Act's 50 percent diversion goal.

California jurisdictions with a Board-approved SB 1066 Time Extension or Alternative Diversion Requirement must report to the CIWMB regarding their progress in implementing the diversion programs specified in their corrective plan. The Board's new electronic "E-1066" reporting system makes filing these progress reports fast and convenient.
