Waste Diversion Program Implementation

The Board offers a variety of resources to help jurisdictions implement waste management programs and meet the goals of the Integrated Waste Management Act.

Case Studies. This section of the Board's website pulls together case studies from across the site that jurisdictions or local government officials may use to learn about successful diversion programs.

Construction and Demolition Diversion Information provides information to jurisdictions and general contractors on methods and activities to divert construction and demolition (C&D) materials. It also includes examples of C&D ordinances currently being implemented around the state, and useful information related to contractors and C&D waste diversion.

Countywide, Regionwide and Statewide Jurisdiction Diversion Progress Report provides both summary and detailed information on biennial review status, diversion rates, and waste diversion program implementation for all California jurisdictions.

Earth's 911 Information System. The Board is partnering with the private sector, the California EPA, and the other states to provide citizens an environmental information system that can be customized for each community. The system, which operates through a state-of-the-art, computerized, interactive phone system and over the Internet, provides a single source of community-specific environmental and recycling information. By dialing 1-800-CLEAN-UP or visiting  www.1800Cleanup.org and entering their five-digit ZIP code, callers can find information.

Economics and the Environment. The California Integrated Waste Management Board has developed tools for jurisdictions to help support efforts to implement diversion programs and to maintain existing waste prevention, reuse, recycling and composting programs.

Food Waste Diversion. Food makes up as much as 14 percent of the disposed waste stream.  Find out about programs, partnership opportunities and other ways to reduce the amount of food going to the landfill.

Innovations: Analyses of Successful Local Programs. These studies were developed from the videoconference (see below) to highlight local government successes and model programs in reuse, recycling, composting and other waste reduction programs.

Indian Wells Food Scrap Recycling Video. This video provides information and resources to help show how to reduce food waste and save money on disposal costs. (Windows Media, 6 min.)

Info for Recycling/Waste Reduction Coordinators. This site includes sample publications, news articles, and clip art; consumer and business education materials; info on media campaigns, training, and workshops; and an information clearinghouse with materials from other local governments in California.

Multifamily Recycling. In recognition that multifamily recycling programs are important for California’s continued success in waste reduction and recycling, this information has been assembled to assist local jurisdiction in developing successful multifamily diversion programs.

PARIS (Planning Annual Report Information System). This database contains information on the types of programs implemented by local governments to reduce waste creation, divert waste away from landfills, and prevent disposal of household hazardous waste (HHW).

Resources and Links. Be sure to check this page for links to other useful information such as grants and loans, local assistance library, and other Board programs (construction and demolition, organic materials management, food discards management, CalMAX, etc.)

Rural Jurisdictions and Information. The Board has developed a new home for information and ideas directed toward a rural city, county, or regional agency. These pages provide information about rural assistance, successful diversion programs, and grants and loans available to rural jurisdictions.

School District Waste Reduction. School districts can play a critical role in a city or county’s ability to realize the 50 percent diversion mandate. Learn about strategies that can be implemented to reduce the amount of solid waste generated and to save resources and money in all areas of a school district that also provide the opportunity for hands-on learning experiences for students!

Single-Stream Recycling Collection Workshop. The California Integrated Waste Management Board held a "Single-Stream Collection of Recyclables" workshop to discuss the designing, implementing, monitoring, and promoting of single-stream recycling collection.

State Agency Recycling Recognition (STARR) Awards program. This site includes short case studies on outstanding waste reduction programs developed by State agencies.

Trash Cutter Awards. This award program was created to recognize the wide range of successful waste reduction and recycling programs that have been implemented by local jurisdictions since 1990. The site includes case studies of the winning programs.
