Online Diversion Rate Measurement

Board staff improved the Diversion Rate Calculator for the 1999 Report Year.  It now features a summary page highlighting the selected jurisdiction's diversion rate status for each year, beginning in 1995.  From the summary page, users may view the data used to calculate a jurisdiction's board-approved diversion rate.  Users may also access the familiar Quick Calculation and Worksheet Calculation pages from the summary page.

Step 1. Summary Page / Viewing Board-Approved Data

• Begin the on-line calculation process by selecting the jurisdiction from the drop-down list.  Clicking "Go" will bring up the summary page.
• To view final diversion rate calculation values for a report year, click   "Board Approved," "Board Accepted," "Good Faith Effort" or a similar link.
• For any report year which has not been reviewed by the Board and assigned an official diversion rate, "Biennial Review Not Complete.  Preliminary Data" will appear.  Immediately below that, the user may select links to a quick calculation or a worksheet calculation, where they may view the preliminary data.
• Data is not available for jurisdictions which have an active Compliance Order or do not have an official diversion rate for that year.

Step 2. Quick Calculation

• The quick calculation calculates the annual diversion rate using the default numbers. 
• The quick calculation option displays the minimum and maximum diversion rates for the jurisdiction.
• The user may choose to generate a form letter using either the minimum or maximum diversion rate.  The form letter contains all of the data used to calculate the diversion rate.
• The form letter may be printed, signed by a jurisdiction's representative, and submitted to the Board as part of the jurisdiction's annual report.
• There is no option to alter the disposal numbers or adjustment factors using the quick calculation.

Step 3. Worksheet Calculation

• Users select this option when they have information which they believe is more accurate than the default numbers.
• The worksheet calculation allows the user to change disposal tons, to add in disaster waste and other special circumstances, and to alter the adjustment factors. The user may change one or more of these numbers. 
• Clicking the "Calculate Diversion Rate" button at the bottom of the page   creates the worksheet result page, which lists the numbers used in the diversion rate calculation.
• The calculator highlights numbers changed by the user with an asterisk and red type.   In the annual report, jurisdictions must document and justify the use of any highlighted number.
• Users may click their browser's back button to return to the worksheet calculation page from the results page, if additional adjustments are needed.
• When users accept the worksheet diversion rate results, they select the "Form Letter" button at the page bottom.  This generates a letter which may be printed, signed by a jurisdiction's representative, and submitted to the Board as part of the jurisdiction's annual report.

The diversion rate may be calculated as many times as the user desires, using either method. However, a jurisdiction may submit only one diversion rate to the Board as its proposed number.
