Calculation to Correct Base-Year Generation for Changes in Population and Economics

1. Inflation Multiplier = Base-Year CPI / Reporting Year CPI
2. Reporting-Year Taxable Sales (Corrected) = Inflation Multiplier x Reporting-Year Taxable Sales
3. Taxable Sales Multiplier = Reporting-Year Taxable Sales (Corrected) / Base-Year Taxable Sales
4. Employment Multiplier = -Year Employment / Base-Year Employment
5. Non-Residential Adjustment = (Population Multiplier + Non-Residential Adjustment Factor) / 2
6. Estimated Reporting-Year Generation Tonnage = [(Base-Year Residential Generation x Residential Adjustment Factor) + (Base-Year Non-Residential Generation x Non-Residential Adjustment Factor)]

Calculation to Correct Base-Year Generation for Changes in Population and Economics

1. Reporting Factor = (Employment Multiplier + Taxable Sales Multiplier) / 2
2. Population Multiplier = Reporting-Year Population / Base-Year Population

1. Reporting-Year Maximum Allowable Disposal Percentage = 100 – Diversion Goal
2. Reporting-Year Maximum Allowable Disposal Tonnage = Estimated Reporting-Year Generation Tonnage x Reporting-Year Maximum Allowable Disposal Percentage

Determination of Goal Achievement

1. Corrected Reporting-Year Disposal Tonnage = Reporting-Year Disposal Amount – Total Reporting-Year Correction Amount
2. Tonnage Over or Under Goal = Reporting-Year Maximum Allowable Disposal Tonnage – Corrected Reporting-Year Disposal Tonnage

Calculated Diversion Rate

1. Reporting-Year Disposal Rate = Corrected Reporting-Year Disposal Tonnage / Estimated Reporting-Year Generation Tonnage
2. Reporting-Year Diversion Rate = 100 – Reporting-Year Disposal Rate
