details and complete the program update.

Edit each program until all of the asterisks (*)
disappear from the ''Program Update Incomplete'' column.

Select the ''Add New Programs” link, at the bottom
of the page, to inform the Board about new diversion programs
implemented by your jurisdiction during the report year.

If there are programs that were implemented prior to
this reporting year, but which do not appear in your PARIS listing
below, enter those as ''new'' programs.

To delete a new program added by mistake, open the
details for that program, scroll to the bottom, and select the
''Delete'' button.
Program Detail Help/Instructions

The default setting for program status code is the
previous year's status code. If the program status changed during
the report year, change the code. If not, no action is necessary.
You may not edit previous years’ status codes. Your code choices
are limited to those codes which make sense based on the current
status code. For instance, a SO (selected, operating) always follows
an SI (selected, implemented), but cannot follow an AI (alternative,
implemented)

Any program which is SI in one year becomes SO in
the next. Any program which is AI in one year becomes AO
(alternative, operating) in the next.

If you enter a status code of D (dropped), you must
also enter one or more reason codes.

If your jurisdiction dropped a program in a previous
year, but the EAR indicates the program is still operating. insert
the 'D' code, a reason code, and discuss the year and the
circumstances in the notes. The DE (dropped earlier) code is only
for programs previously recorded as D.

Do not select a reason code for any program that
does not have a report year status code of D or NI (not
implemented).

Please select one or more target sectors, even for a
program that was dropped.

Indicate whether your jurisdiction owns or operates
the program. If it does, enter the report year tonnage. If tonnage
information is not available, enter N/A (you must include the /).
Indicate who owns and operates the program in the notes. Complete
this information even if the program was dropped.

Please add any new information about the program to
the program notes. Previous year’s notes are not editable and will
not be overwritten by new notes.

Navigate the program details for your diversion
programs using the "jump to" menu or by the previous/next
buttons. All of these are located at the bottom of the page. No
matter which method you choose, your information will be saved.

An update of an existing program is completed:

For a program not owned and operated by the
jurisdiction, by opening the program detail page, viewing the
information, then moving to the next program. Additions to notes
are appreciated but not required. You may add or remove target
sectors as appropriate.

For a program owned and operated by the
jurisdiction, by opening the program detail page and entering
tonnage information or N/A (you must include the /). Additions to
notes are appreciated but not required. You may add or remove
target sectors as appropriate.
Add New Program Help/Instructions
- Select the program name from the drop-down list. If you do not see
a program name which fits the new program, contact your
local assistance staff representative.
- Indicate whether the program existed prior to 1990.
- Indicate whether the program was selected in your jurisdiction’s
Source Reduction and Recycling Element.
- Indicate whether your jurisdiction owns or operates the program
and, if so, the tonnage diverted.
- Select a valid start year.
- Select one or more target sectors.
- Describe the new program. If the jurisdiction does not own/operate
the program, indicate who does.
- To delete a new program added by mistake, go to the program
details for that page and select the delete button at the bottom of
the page.
These are codes used in the PARIS database to identify different
categories of programs.
Selected In SRRE: This program was
selected to be implemented in the Source Reduction and Recycling
Element. Use (SO) if the program was selected and is ongoing from a
previous year, and (SI) if the program was selected and was implemented
during the current reporting year.
Alternative program: A program that
was implemented but was not selected to be implemented in the Source
Reduction and Recycling Element. Use (AO) if the program was not
selected and is ongoing from a previous year and (AI) if the program was
not selected and was implemented during the current reporting year.
Target Sector: Those components of
the waste stream which the selected program is intended to serve.
Programs may be designed to serve one, several or all waste stream
sectors.
Program Start Date: Refers to the earliest
date that the program was operating (use the earliest date for multiple
programs under the same category). For example, program code 5020
(outreach): You implemented an awards program for exceptional waste
diversion efforts in 1995, and a program that offered free waste audits
for businesses in 1992. The date entered would be 1992.
Jurisdiction owned and operated:
A program either run by the jurisdiction directly, through staff, or run
by the jurisdiction through a contract or franchise agreement. Includes
programs where the primary activity is educating the public, such as
backyard composting or in-school programs.
Status Code: A PARIS database code
indicating whether the jurisdiction selected the program in its planning
documents, and whether the jurisdiction operated the program during the
specific report year. This includes programs that were not selected in
the SRRE but were implemented.
Status Code "M": Represents "program
implementation status unknown". This code holds a place in the
PARIS database for the status codes for programs run by a regional
agency that formed during the previous year. Be sure to enter the
correct report-year status code for each program coded "M".

Reason Code: A PARIS database code
indicating the reason a program was not implemented or dropped.
Program Code: A PARIS database
code which groups diversion programs by component type (i.e. source
reduction, recycling, composting) but is unique to specific programs.

Existed: Program that became
operational before 1990.
Final Board of Equalization taxable sales data for each quarter is
typically not available in time for the release of the diversion rate
calculator and the filing of annual reports. Typically, the CIWMB
estimates taxable sales for the fourth quarter, based on the percentage
change between the third and fourth quarter during the previous year.
Due to exceptional economic circumstances, the CIWMB waited for actual
fourth quarter taxable sales data from BoE for the 2001 Annual Report.
DRS tonnages reflect Board action on ADC agenda item #23 presented at
the July 26, 2001 Board meeting. DRS tonnages may be subject to
additional changes resulting from further investigation of ADC issues.
Venues and events that may be considered large, as defined in
Public Resources Code Section 42648, and may be in the top ten
percent of waste generators among all large venues and large events
within your jurisdiction include, but are not limited to, those
described below.
Note: Some facilities that do not meet the definition of a
large venue may host individual events that would require reporting, if
they are among the top ten percent of solid waste generators among large
venues and large events within your jurisdiction.

Cultural/food festival (event)
Fair (event): If the fairground (venue) does not have sufficient
attendance per day of operation to be considered large, but the fair
itself does meet the definition.

SOARD to see
whether your local fairground is already reporting to the Board to
comply with AB 75.
Museum (venue)
Music festival/concert (event): Includes festivals/concerts that are
considered large and that are conducted at a non-venue location, such as
a park, beach, street, etc., or that are conducted at a venue (such as
those listed on this page) that does not have sufficient attendance per
day of operation to be considered a large venue.
Participatory sport venue: Such as a golf course, ski resort, pool,
etc.
Permanent race track (motorized) (venue)
Permanent race track (non motorized; horses, etc) (venue)
Sporting event: Includes marathons, auto, motorcycle or bicycle
races; soccer or volleyball tournaments, etc. that are considered large
and that are conducted at a non-venue location, such as a park, beach,
street, etc., or that are conducted at a venue (such as those listed on
this page) that does not have sufficient attendance per day of operation
to be considered a large venue.
Theater/amphitheatre/auditorium (venue): Includes live theater and
movie theaters.
Zoo/aquarium/wild animal park (venue)
Other (venue): Other venues that do not fit the above categories.
Other (event): Other events that do not fit the above categories.
