Gary Blevins, Materials Regulation Specialist,
Orange County Integrated Waste Management Department: Gary has been with the
County of Orange for 4 years with previous experience in the private sector
working in hazardous waste remediation and construction project management.
His experience with the County includes: materials regulation of
non-hazardous waste into the County’s solid waste landfills; supervising
operations of the County’s four permanent Household Hazardous Waste
Collection Centers (HHWCCs); administration of the hazardous materials
collection and disposal contract; and providing public outreach and
education. His private industry experience includes; emergency response
operations, lab packing, contaminated soil remediation, UST removals,
asbestos and lead abatement, demolition, and foundation pile installations.
Gary holds an A.S. degree in Environmental Technology. As a Materials Regulation Specialist, Gary’s responsibilities are focused around both the Materials Regulation Program and Household Hazardous Waste Program. Steve Engfer, Manager, Mariposa County Solid Waste and Recycling: Steve has a BA in geography and environmental resource studies and an MS in environmental planning. He has worked in environmentally related fields since 1990. He is currently in his fourth year managing all aspects of solid waste & recycling for Mariposa County including start up year one of the new municipal solid waste composting facility. Kirk Galarneau, City of San Diego, Hazardous Substances Enforcement Supervisor: Kirk started work for the City of San Diego’s Environmental Services Department in 1994. He worked for 5 years as a hazardous materials inspector providing support services to City of San Diego facilities. His responsibilities included providing staff training, conducting internal inspections, acting as the City liaison with various regulatory agencies, and supervising one day household hazardous waste collection events and various clean-up projects at City facilities. Kirk was promoted to his current position as Hazardous Substances Enforcement Supervisor in 1999. Kirk and his staff are responsible for the hazardous waste exclusion program at the Miramar Landfill. Their duties include conducting inspections and enforcement; spill response, cleanup, and reporting; hazardous materials training for landfill staff; reviewing and approving the disposal of special wastes; and operation of the City’s household hazardous waste collection facility. Kirk earned his Associate of Science degree from Grossmont College and his Bachelor of Science degree from San Diego State University. Dennis Green, Program Manager, Sacramento County LEA: Dennis Green is the Chief of the Hazardous Materials Division in the Sacramento County Environmental Management Department (EMD). He assumed this position in November 2001 and is responsible for the implementation of all Certified Unified Program Agency (CUPA) programs and the LEA program for Sacramento County. He was previously involved with the County’s solid waste programs and was credited with installing a county-wide household hazardous waste (HHW) collection system. Prior to coming to work for Sacramento County, Dennis was the Chief of the Environmental Management Office at Travis AFB in Fairfield, California. In that position, he was responsible for a $15M annual program budget that dealt with the entire spectrum of environmental regulatory challenges including CERCLA, RCRA, CAA and CWA issues. He has also held engineering and strategic forces analyst positions within the Air Force as well as serving in operational flying assignments. Dennis’ educational background includes a B.S. in Civil Engineering from UCLA and a M.S. in Industrial Engineering/Operations Research from the University of Florida. Tim Grogan, Hazardous Waste Program Manager, Orange County Integrated Waste Management Department: Tim has been with the County of Orange for 18 years. His experience includes: materials regulation of non-hazardous waste into the County’s solid waste landfills; supervising operations of the County’s four permanent Household Hazardous Waste Collection Centers (HHWCCs); managing the Household Hazardous Waste Collection, Transportation, and Disposal contract; and providing public outreach and education. Tim has been directly involved with the development of acceptance procedures and criteria for Orange County’s landfills; interrelations with solid waste haulers, transfer stations, and regulators; enhancement of the Materials Regulation and Load Check Programs; responding to emergency incidents at the landfills; and advising generators and the public on disposal options. His involvement with the Household Hazardous Waste Program includes implementation of a Materials Exchange Program, Latex Paint Recycling Program, and development of a Universal Waste Collection Program; designed and constructed two new permanent Collection Centers; performed closure of two old Centers; and developed more cost efficient operational procedures. Tim holds a B.S. degree in Biology, with an emphasis in Ecology and the Environment, and has a Certificate in Hazardous Materials Management. Tim is the current Manager of the County of Orange’s Hazardous Waste Program, which includes the Materials Regulation Program and Household Hazardous Waste Program. Matthew Hickman, Program Administrator, Riverside County Waste Management Department: Matthew’s programs include Waste Recycling, Traffic Direction and Hazardous Waste Inspection Programs. He has been a County employee for 20 years, holding several field, supervisory, management and Administration positions. He is well recognized as a leader in developing cost effective, superior hazardous waste exclusion, materials recycling and landfill safety programs in Riverside County. Scott Jenkins, District Manager, Waste Management: Scott manages the Moreno Valley Hauling & Transfer Station, which provides residential, commercial, industrial collection in eastern Riverside County and includes a 2,000 ton per day transfer station. Chris Kennedy, Environmental Protection Manager for Northern California and Nevada, Waste Management: Chris has worked in the solid and hazardous waste field since 1978. Over the last 28 years, she has worked both in environmental operations and compliance for Aerojet General, Chemical Waste Management, Waste Management, and as an independent consultant. Her responsibilities have included management of permitted hazardous waste units, development/management of Level A and B hazardous material response operations, and transfer station permitting/compliance. Chuck Magee, Waste Management Supervisor, Kern County Waste Management Department: Chuck Magee is a Waste Management Supervisor with 16 years experience in the Waste Management field. He has a bachelors degree in Geology and a graduate certificate in Hydro-geology. Bruce Matlock, Environmental Specialist, Waste Management: Bruce has worked at various Waste Management sites as a landfill gas and groundwater Monitoring Technician, a Landfill Operations Supervisor and a Compliance Health and Safety Supervisor. Bruce’s duties as an Environmental Specialist are to ensure compliance with the many Federal, State and local permits that regulate landfill operations. Chris Rummel, Senior Environmental Health Specialist, Santa Clara County LEA: Chris attended the University of California at Santa Cruz, and received a Bachelors of Arts in Biology in 1976, with emphasis in soils, geology and environmental studies, in addition to his degree in Biology. He was hired by the Santa Clara County Health Department as a trainee and he has continued working there since 1981. His time with the consumer protection activities later led to specialized work in the on-site sewage disposal programs and then the drinking water program for seven years. He was recruited to the solid waste program and began a new course as an LEA on April 27, 1997, nearly 10 years ago.
