Todd Adair is a principal at BKF Engineers (Civil Engineering and Surveying) in
Redwood City, California. He has been the project manager for 10 postclosure
landfill commercial developments throughout the San Francisco Bay Area and
Sacramento. In addition, Mr. Adair is currently working as a technical
consultant for the City of Everett, Washington as they prepare for the
commercial development of their 60-acre landfill along the Snohomish River north
of Seattle.

Thomas J. Bois
Thomas J. Bois, J.D., REA, managing partner, Bois and Macdonald, has been in

Amy Brownell
Amy Brownell, P. E. has over 20 years experience as an environmental engineer.
The last 12 years, she has worked as a technical advisor and project engineer
for the San Francisco Health Department, the SF Redevelopment Agency and other
City Departments on the Navy’s cleanup of the Hunters Point Shipyard. Starting
in 2005, she also has an oversight role on the redevelopment of Parcel A.

Dennis Corcoran
Dennis Corcoran, M. Sc., is an environmental scientist at CIWMB. He has over 25
years of work experience with Cal/EPA programs including air, pesticides, solid
waste, toxics and water.

Don Dier, Jr., P.E.
Mr. Dier recently retired from the State of California. He has held positions
with the CA Air Resources Board, CA Energy Commission, Department of General
Services and, for the past 23 years, with the CA Integrated Waste Management
Board. While with the Waste Board, he managed programs to develop
waste-to-energy facilities; transport, store and dispose of waste tires; certify
operators and inspectors of solid waste landfills; and permit, inspect and close
solid waste facilities. He is currently under contract with the Permitting &
Enforcement Division to assist with landfill postclosure activities.

Patricia Henshaw
Patricia Henshaw is the supervisor for the LEA program for Orange County and
started working for Orange County Environmental Health in 1984 and became the
supervisor for the LEA section in 1992. She is a member of the Enforcement
Advisory Council (EAC) and was a team member on the original Partnership
taskforce group that was instrumental in establishing the LEA/CIWMB Partnership
Conference. Patti is from Seattle, WA. She has a Bachelor of Science degree in
Biology from Seattle Pacific University, a Bachelor of Science degree in

Jeff Ludlow
Jeffrey Ludlow is a Senior Project Manager and partner at Treadwell & Rollo. He
is a professional geologist and manages environmental projects for urban infill
redevelopment programs. Mr. Ludlow developed Treadwell & Rollo’s vapor
mitigation practice and has designed landfill gas and vapor control systems for

Abel Martinez-Centeno
Abel Martinez-Centeno, Ch. Eng., MS C.E. is a waste management engineer working
for the Closed Illegal and Abandoned Site Section at the CA Integrated Waste
Management Board since December of 2000. With a bachelor’s degree in chemical
engineering and a master’s degree in civil engineering he has over 10 years of
experience in the chemical and environmental fields, providing technical and
regulatory expertise to both the private sector and government agencies. While
at the Board, he has worked in coordination with various LEAs performing phase I
and phase II environmental assessments at closed sites focusing on landfill gas
migration and control issues.

Joseph Mello
Joseph Mello is currently the Land Disposal Program Manager at the State Water
Resources Control Board, where he is in charge of maintaining the $10 million
program. He has also worked at two of the Regional Water Quality Control Boards
and worked as an environmental consultant for 10 years. He is a California

Richard Montevideo
Mr. Montevideo obtained his BA in 1981 from Ohio State University, graduating
summa cum laude, and received his JD from the Ohio State University College of

Dorinda Shipman
Dorinda Shipman is a professional geologist and certified hydrogeologist with 19

Marty Strauss
Marty Strauss, Integrated Waste Planning Superintendent, City of Sacramento. Mr.
Strauss has over 20 years experience managing landfills and doing city planning.
He is educated in both natural resource management and city planning. Mr.
Strauss currently works for the Department of Utilities, Solid Waste Services
for the City of Sacramento. His duties include implementing the closure/postclosure requirements for the City’s closed landfill now being converted into

Patrick S. Sullivan, R.E.A., C.P.P
Patrick Sullivan is the solid waste practice leader for SCS Engineers in
California and is a national expert on landfill gas and air quality issues for
landfills. He is the Chairman of the Rules and Regulations Committee of the
Solid Waste Association of North America (SWANA) Landfill Gas Division and a member of the CIWMB's Technical Advisory Group
for landfill gas. He has directed over 25 projects in California related to

Michael Wochnick
Michael Wochnick: Mr. Wochnick is the Senior Waste Management Engineer in charge
of the Integrated Waste Management Board's Closure and Technical Services
Section. He has been with the CIWMB for over 14 years. During this time he has
been in charge of the Closure Section except for a brief time when he headed the
EA Section. Previously, he spent 10 years with the Lahontan Regional Water
Quality Control Board where he was in charge of the Regulation and Enforcement
Section, which was responsible for all permitting, inspection, monitoring,
enforcement, and closure for all disposal sites. Mr. Wochnick is a registered
