Local Enforcement Agency (LEA) Training Alternative Daily Cover (ADC) |

April-June 2003The use of alternative daily cover (ADC) for waste diversion at landfills has been subject to significant debate and controversy over the years. The Board adopted regulations governing ADC use and reporting in 1997. Issues and concerns with implementation of those regulations have been discussed. New regulations were drafted in response to those issues and concerns. These classes will provide a forum where LEAs, landfill operators, and Board staff can discuss these issues, State Minimum Standards, best management practices and other topics related to ADC use. Summary:One hundred and thirty-seven (137) attended this training including representatives of solid waste facilities, CIWMB, and the Local Enforcement Agencies (LEAs). Attendees were offered 5.5 hours of CEU credit from the Solid Waste Association of North America (SWANA). Contractors Neal Bolton of Blue Ridge Services and Eugene Tseng of UCLA developed the lesson plans and instructed the classes. For information regarding the presentation please e-mail Neal Bolton.
