Alternative Daily Cover (ADC)

April-June 2003

The use of alternative daily cover (ADC) for waste diversion at landfills has been subject to significant debate and controversy over the years. The Board adopted regulations governing ADC use and reporting in 1997. Issues and concerns with implementation of those regulations have been discussed. New regulations were drafted in response to those issues and concerns. These classes will provide a forum where LEAs, landfill operators, and Board staff can discuss these issues, State Minimum Standards, best management practices and other topics related to ADC use.

Goals:

  • Discuss regulations and inspection criteria in regard to receiving, stockpiling and using ADC
  • Discuss the requirements for landfills to track and report ADC use to various agencies
  • Provide and discuss information on the operational impacts of using ADC
  • Provide a forum where landfill operators, LEA inspectors and CIWMB staff can discuss issues related to ADC use

Topics:

  • Introduction to the ADC Regulations
  • Regulatory Issues
  • Inspection Criteria
  • ADC and Diversion
  • Operational Issues of ADC
  • Landfill Field Trip
